X22. To mitigate the potential construction noise impacts to the surrounding properties <br />adjoining the north and west sides of the Oak Grove property, the project <br />developer shall prepare a Construction Best Management Plan (CBMP) for the <br />review and approval by the City before approval of the first final Subdivision Map <br />thereby meeting Mitigation Measure J-1 of the FEIR. The CBMP shall include, <br />but is not limited, to the following: <br />a. No individual piece of construction equipment shall produce a noise level <br />exceeding 83 dBA at a 25-foot distance from the Lin property boundary. <br />b. All internal combustion-engine driven equipment shall be equipped with <br />exhaust mufflers maintained in good condition and appropriate for the <br />equipment. <br />c. Stationary noise generating equipment shall be located as far as possible <br />from sensitive receptors adjoining or located near the construction area. <br />d. Air compressors and other stationery noise sources shall be as quiet as the <br />technology allows. <br />e. Radios shall be controlled so as not to be audible outside of the project area, <br />as much as possible. <br />f. A detailed construction plan identifying the schedule for major noise- <br />generating construction/grading activities. The construction plan shall identify <br />the procedures to coordinate the construction schedules with the adjacent <br />noise sensitive facilities to minimize noise disturbances as determined to be <br />feasible by the Planning Director. The construction plan and schedule shall <br />be provided in a notice sent to the neighbors 30 days before construction <br />begins and shall be periodically updated to the satisfaction of the Planning <br />Director. <br />g. Except for security trailers staffed by licensed security personnel, at no time <br />shall campers, trailers, motor homes, or any other vehicle be used as living or <br />sleeping quarters on the construction site. All such vehicles shall be removed <br />from the site at the end of each workday. A construction trailer shall be <br />allowed to be placed on the project site for daily administration/coordination <br />purposes during the construction period. <br />h. Portable toilets used during construction shall be kept as far as possible from <br />existing residences and shall be emptied on a regular basis as necessary to <br />prevent odor. <br />A Construction Disturbance Coordinator (CDC) shall be designated who will be <br />responsible for responding to any local complaints regarding construction <br />activities and noise. The CDC will determine the cause of the complaint, <br />e.g., starting too early, bad muffler, etc., and will implement reasonable <br />measures to correct the problem.
