The project developer shall post cash, letter of <br />credit, or other security satisfactory to the Planning Director in the amount of $5,000 for <br />each tree required-to-be-preserved, up to a maximum of $25,000. This cash bond or <br />security shall be retained for one year following acceptance of public improvements or <br />completion of construction, whichever is later, and shall be forfeited if the trees are <br />destroyed or substantially damaged. <br />Landscaping and Irrigation System Design and Operation: <br />47. A final front yard landscape plan and irrigation plan shall be submitted to and approved <br />by Planning Director as part of the building permit plan set prior to issuance of the first <br />building permit. Said landscape plan shall be consistent with the approved landscape <br />plan plus any conditions of approval, and shall be detailed in terms of species, location., <br />size, quantities, and spacing. <br />48. All trees used in landscaping be a minimum of 15-gallons in size and all shrubs a <br />minimum offive-gallons, unless otherwise shown on the approved landscape plan. <br />49. The project developer shall provide root control barriers and four inch perforated pipes <br />for all trees installed in planting areas less than ten-feet in width, as determined necessary <br />by the Planning Director at the time of review of the final landscape plans. <br />50. All front yard landscaping shall be installed prior to the buildings' occupancy. All side <br />and rear yard landscaping shall be installed within 12 months of occupancy, unless <br />otherwise approved by the Planning Director. Private landscape plans, except for <br />accessory structures, do not require City review and approval before installation. <br />Building Permit Review: <br />51. All conditions of approval for this case shall be reprinted and included as a plan sheet(s) <br />with the building permit plan check sets submitted for review and approval. These <br />conditions of approval shall be on, at all times, all grading and construction plans kept on <br />the project site. It is the responsibility of the building developer to ensure that the project <br />contractor is aware of, and abides by, all conditions of approval. It is the responsibility of <br />the building developer to ensure that the project landscape contractor is aware of, and <br />adheres to, the approved landscape and irrigation plans. Prior approval from the Planning <br />Department must be received before any changes are constituted in site design, grading, <br />building design, building colors or materials, landscape material, etc. <br />52. All dwelling units in the development shall be constructed to meet Title 24 state energy <br />requirements. <br />53. All building and/or structural plans must comply with all codes and ordinances in effect <br />before the Building and Safety Division will issue permits. <br />11 <br />
