In 1986, the City adopted General Plan policies recommending an <br />aggressive expansion of its planning influence into the western <br />hills area beyond the Pleasanton Ridge. Prior to the revision of <br />the General Plan, property owners in the western hills area <br />approached the City and expressed a desire to be associated with <br />Pleasanton and to be included under the City's planning policies. <br />As a result, the area was included within the General Plan's <br />expanded planning area and designated as a special study zone. <br /> <br />In order to determine what pattern and intensity of development, <br />if any, should take place in this area, the City intends to <br />conduct a study of the area. However, in order to secure the <br />City's role in formulating policies affecting the area, it is <br />crucial to include the western hills within Pleasanton's <br />sphere-of-influence at this time. Therefore, the City is <br />proposing to extend its sphere boundary westward to the area just <br />west of Palomares Road, contiguous to the sphere-of-influence <br />boundaries of Hayward and Union City. <br /> <br />GL/kh (klafco) <br /> <br /> - 3a - <br /> <br /> <br />
