Authorize - Transfer from Trust Fund 92' the amount of <br /> $698,207.00 to the Capital Improvement <br /> Fund. <br /> Authorize - Transfer from the M & O Construction Fund <br /> held by Trustee, Bank of America, for the <br /> Police building project, in the amount of <br /> $94,000.00 to the Capital Improvement <br /> Fund. <br /> <br />SUMMARY: Police System <br /> For the past few years it has become acutely evident, <br /> due to growth in police cases and city in general, to <br /> the Police Department of its need to computerize the <br /> records management system now done on a manual basis. <br /> This need has been recognized by the City Council as a <br /> priority, but as of yet there has not been the funding <br /> to provide this project. This year the Council and <br /> Mayor indicated the computerization of Police <br /> management to be a high priority when and if funds <br /> could be found to provide for this computerization. <br /> Staff in recognizing this directive as well as other <br /> directives given regarding data processing were able <br /> through the phasing of the police functions; i.e., <br /> records management this year, and computer aided <br /> dispatch after records management is installed, as <br /> well as the transfer of the HP3000/58 from the <br /> City,has enabled a course of implementation that can <br /> be funded through some fund transfers. In summary, <br /> this means that without affecting any other capital <br /> projects, or operations, the City Council can now <br /> implement a computerized police records management <br /> system for the City Police Department <br /> <br /> City Wide Computerization <br /> The need to bring both the financial applications from <br /> the service bureau, NCS, which has notified the City <br /> of it's intent to close or drastically reduce it's <br /> services, as well as, integrating more of the City <br /> departments in a central system; i.e., word <br /> processing, electronic mail, and source data entry, <br /> has been expressed by Council and staff through the <br /> budgeting process. In order to bring in the financial <br /> software application from NCS, which should save an <br /> annual cost of in excess of $40,000.00, the existing <br /> computer system would need to be enhanced, and it was <br /> found that to trade in existing hardware for the <br /> upgrade would be worth very little to the City. Thus <br /> is is being proposed that this equipment, HP3000/58, <br /> which is adequate for the police computer function, be <br /> transferred to the City Police Department, thus saving <br /> a Police computer purchase of $70,000.00. The City <br /> would then purchase a HP3000/70 which would adequately <br /> serve the City, and permit the growth in <br /> computerization that is foreseen by Staff in the next <br /> few years.
