PLANNING COMMISSION CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. PC-88-61 RESOLUTION APPROVING CASE UP-88-14, APPLICATION OF LARRY EVANS/THE GAME STATION WHEREAS, Larry Evans/The Game Station has applied for a conditional use permit to operate a game arcade located at 4301 Valley Avenue; and WHEREAS, zoning for the property is PUD (Planned Unit Development) - Commercial District; and WHEREAS, at their duly noticed public hearing of May 25, 1988, the Planning Commission considered all public testimony, relevant exhibits and recommendations of the City staff concerning this application; and WHEREAS, the Planning Commission made the following findings: A. That the proposed location of the conditional use is in accordance with the objectives of the zoning ordinance and the purposes of the district in which the site is located. The subject site is zoned PUD (Planned Unit Development) - Commercial District. Game arcades are a conditionally allowed use in most subdistricts of the "C" (Commercial) zoning district. One of the purposes of the "C" District is to provide opportunities for amusement establishments of the convenience of the public and in mutually beneficial relationship to adjacent commercial and residential uses. Due to the aggregation of uses in Valley Plaza, the are has been plagued by loitering, vandalism, and related problems to varying degrees over time. These problems have had an adverse effect on neighboring uses in the past. The problems will not be eliminated completely as long as the Game Station and other youth-oriented bushiness are present at the site. However, through the owner's greater efforts to comply with conditions of approval, the problems which have been associated with the Game Station have been minimized significantly, and the situation at the plaza has improved as a result.
