Commissioner O'Connor believed that access was a significant issue and noted that a second <br />permanent access may eliminate the need for the EVA. <br />Commissioner Olson noted that would enable him to support the EIR. <br />Chairperson Fox would like the concerns about the project to be addressed as a whole, and not in <br />a piecemeal manner. <br />Commissioner Olson believed that the conditions of approval developed by the Commission <br />should be included as an exhibit in the Development Agreement and referenced as an integral <br />part of that Agreement. Ms. Decker noted that would be included in the staff report. <br />Chairperson Fox expressed concern about the trees and the fire buffer area and would like the <br />visuals to realistically simulate what would be planted to screen the homes. She would like the <br />lens issue to be resolved and would like the visuals to be placed side by side. She also had an <br />issue regarding the rezoning from the five-acre sites to houses placed closer together, which <br />would reduce the firebreak between each house. <br />Commissioner Narum proposed the following changes to the draft conditions of approval: <br />1. Modify Condition No. 14 to expand the list of prohibited parking to include motorhomes, <br />fifth wheel, and other recreational vehicles. <br />2. Add language to Condition No. 35.a. to ensure the developer would provide the fence to <br />contain the livestock; and <br />3. Modify Condition No. 36.b. to cap the maximum building floor area at 12,500 square <br />feet; <br />Commissioner O'Connor believed the proposals for the various house sizes should be discussed. <br />Commissioner Narum would be willing to accept the revised staff recommendation for a <br />20-percent FAR and maximum 12,500 square feet. <br />In response to an inquiry by Commissioner Olson regarding green building requirements, <br />Mr. Pavan noted that each house must have 50 LEED points; this would be addressed with each <br />design application. <br />Chairperson Fox would prefer that the houses closest to Kottinger Ranch be in the same size <br />range as the existing houses and that the estate lot homes be capped at 9,000 square feet. <br />Commissioner Pearce agreed with that recommendation. <br />Commissioner O'Connor noted that he was concerned about the 12,500-square-foot size and <br />noted that a 10,000-square-foot home had been the previous iteration. <br />Chairperson Fox noted that Commissioner Blank requested that the Livermore Airport activity <br />be disclosed to potential buyers. <br />EXCERPTS: PLANNING COMMISSION MINUTES, June 27, 2007 Page 17 of 17 <br />
