Coordinate the signal phasing of the Bernal Avenue/Independence Drive <br />intersection signal to provide for adequate gaps for left-turn movements to/from <br />Bernal Avenue and Hearst Drive. Installation plans for the signal shall be <br />submitted to the City Engineer for review and approval before recordation of the <br />final subdivision map. <br />The project developer shall pay the Tri-Valley Transportation Development fees <br />(regional traffic fees) for the 51 units at the rates in effect when the first <br />subdivision map is recorded, estimated at $100,000. This fee is in addition to the <br />$1,000,000 discussed above <br />Staff considers the applicant's payment of traffic impact fees to these intersections as <br />sufficient mitigation for the following reasons: <br />^ The project's impact to the majority of these intersections is minimal with less <br />than a four second increase in delay. <br />The City has accepted the payment of fees in lieu of intersection improvements <br />for previous projects -the Regency Centers/Home Depot development on the <br />southeast corner of Bernal Avenue and Stanley Boulevard and the U.S. <br />Petroleum service station on the southwest corner of Bernal Avenue and Utah <br />Street. <br />Therefore, the applicant's payment of traffic fees along with the installation of the Bernal <br />Avenue/Kottinger Drive traffic signal implements the Circulation Element of the <br />Pleasanton General Plan for the existing/approved/project scenario. <br />Cumulative <br />For the cumulative/project scenario, two intersections will operate at an unsatisfactory <br />level-of-service: <br />^ Bernal Avenue/I-680 south bound ramp -LOSE (69.5 seconds of delay) for the <br />a.m./p.m. peak-hours. <br />Santa Rita Road/Valley Avenue -LOSE (63.8 seconds of delay) for the <br />a.m./p.m. peak hours. <br />Even with the construction of the traffic improvements identified with the build-out of the <br />General Plan, the LOS at these intersections would remain significant-and-unavoidable <br />for the cumulative scenario. No further feasible mitigation is available to reduce this <br />transportation impact at these intersections to aless-than-significant level. Note that <br />the constrained levels-of-service at these intersections could act as a constrained <br />gateway, a matter being evaluated by the City Council with the General Plan update. In <br />order to approve the proposed project with unsatisfactory levels-of-service at two <br />intersections for the cumulative traffic scenario, the City will need to make a Statement <br />of Overriding Consideration described in the Environmental Findings. <br />PUD-33 Page 25 of 59 June 13, 2007 <br />
