^ For the p.m. peak-hour movement at Bernal Avenue/Angela Street, the Oak <br />Grove project would increase the delay by 12.5 percent, from 31.3 to 35.2 <br />seconds. <br />The only intersection at which delay would increase substantially with the proposed <br />project is Bernal Avenue/Hearst Drive -which would be the expected outcome since <br />Hearst Drive is the main access route from Bernal Avenue to the Oak Grove site. <br />Bernal Avenue/Hearst Drive is a three-way intersection with Hearst Drive and Clinton <br />Place controlled by a stop sign. Bernal Avenue is a through street having no traffic <br />controls. <br />The mitigation to this intersection is a new traffic signal. The projected traffic volumes <br />for the proposed project combined with the increase in traffic volume on Bernal Avenue <br />creates traffic volumes with an insufficient number of acceptable gaps in traffic. A traffic <br />signal is required to allow the side streets to access Bernal Avenue. A signal installed <br />at this intersection would improve the a.m. level-of-service to LOS A - 8.6 seconds of <br />total delay -and the p.m. level-of-service to LOS B - 10.4 seconds of delay. However, <br />the Kottinger Ranch homeowners oppose the traffic signal, citing their concerns that the <br />section of Hearst Drive between Bernal Avenue and Concord Drive would become a <br />"cut-through traffic route" because of the controlled, left-turn movement provided <br />between Hearst Drive and Bernal Avenue. For this reason, the Kottinger Ranch <br />homeowners want to retain the existing stop sign. <br />In lieu of providing this traffic signal, staff believes that a new traffic signal at the Bernal <br />Avenue/Kottinger Drive intersection would mitigate the impacts to the Bernal <br />Avenue/Hearst Drive intersection. The installation of a traffic signal will group the <br />vehicles approaching Hearst Drive, instead of having an even dispersion that results <br />from a stop sign. <br />Traffic Fees <br />The applicant will pay $1,000,000 in traffic fees to the City with the recordation of the <br />first subdivision map for this development. These fees will be applied to the following <br />items: <br />^ The City's traffic development fees for the 51 units at the rates in effect when the <br />first subdivision map is recorded, estimated at $250,000. <br />^ Cover the costs to install traffic calming measures on Hearst Drive to slow <br />vehicle speeds on this street. A significant concern of the Kottinger Ranch <br />homeowners is the high vehicle speeds on this residential street. The type of <br />traffic calming measures will be decided by the City's Traffic Engineer working <br />with the Kottinger Ranch homeowners association and could include standard <br />measures -speed humps, radar speed signs, etc. -and/or major street <br />improvements including median islands, narrowed street sections, etc. <br />^ Install a traffic signal at the Bernal Avenue/Kottinger Drive intersection with the <br />first development phase, which is expected to improve the traffic levels-of-service <br />at the Bernal Avenue/Hearst Drive intersection. <br />PUD-33 Page 24 of 59 June 13, 2007 <br />
