23, 2006 to discuss the DEIR and to recommend revisions. Minutes of the work <br />sessions are attached as Exhibit I-4 for the July 12th meeting and as Exhibit I-5 <br />for the August 23~d meeting and are attached to the "Response To Comments" of <br />the FEIR. <br />The process of review and comment by the Planning Commission and the public, <br />and comments provided by Responsible Agencies functioning as peer review <br />bodies in their respective areas of expertise, resulted in clarification of some <br />information presented in the DEIR, and resulted in changes presented in the <br />document called the "Response to Comments." Exhibit B-2, The Response to <br />Comments, and Exhibit B-3, The Oak Grove Visual Figure Re-Print Portfolio, <br />together with Exhibit B-1, The Oak Grove Draft Environmental Impact Report, <br />becomes the Final Environmental Impact Report (FEIR) for the project. <br />^ Preparation of response to comments and preparation of the FEIR. <br />The FEIR was completed and distributed to the City Council, Planning <br />Commission, and the public beginning on February 9, 2007. Public comments <br />were received and attached to the Planning Commission's packet with <br />Exhibit E-2, Public Communications -Letters and Emails. <br />Preparation of the Mitigation Monitoring Implementation Plan (MMIP). <br />The MMIP was completed and is attached to the Planning Commission's packet <br />as Exhibit E-5. The MMIP includes the mitigation measures defined in the DEIR <br />and the FEIR and the implementation of the mitigation measures with the <br />development with the site plan, design guidelines, and/or draft conditions. <br />The Environmental Impact Report for the project is considered complete, has evaluated <br />all of the potential impacts that may be significant due the scope of the development <br />proposed on the site. The document is comprised of the following: <br />^ Exhibit B-1, Oak Grove Draft Environmental Impact Report, dated June 30, 2006. <br />^ Exhibit B-2, Oak Grove Final Environmental Impact Report (Response To <br />Comments), dated February 9, 2007. <br />^ Exhibit B-3, Oak Grove Visual Figure Re-Print Portfolio, dated January 2007. <br />^ Exhibit B-4, Environmental Findings and Statement of Overriding Considerations. <br />^ Exhibit B-5, Mitigation Monitoring Implementation Plan, dated June 13, 2007. <br />Staff believes that the project-related impacts are mitigated, with the mitigation <br />measures provided in the environmental document, incorporated in the project's design <br />or referenced with conditions of approval, and that there would be no significant or <br />unmitigated project-level environmental impact, with the exception of three cumulative <br />impacts. These have been identified as those that would not be fully mitigated but <br />would remain as significant effects on the environment and would require a motion to <br />consider a Statement of Overriding Considerations (Exhibit B-4). <br />PUD-33 Page 13 of 59 June 13, 2007 <br />
