(ii) Remaining Impacts. <br />Any remaining impacts related to the demand for new school facilities will be less than <br />significant. <br />Traffic and Circulation <br />24. Increase in traffic levels at City streets and intersections (DEIR pp. 262-265 and <br />377-379; Condition 78 of PUD-33; MMIP 01). <br />a. Potentiallmpact. <br />Development of the Environmentally Superior Project would cause an increase in traffic <br />that would contribute to unsatisfactory levels of service at eight intersections. Six of <br />these intersections will be mitigated to acceptable levels of service by the City or by the <br />project developer through the payment of the local and regional traffic impact fees or by <br />the construction of a new traffic signal. However, as discussed under Section VII., <br />Findings and Statement of Overriding Consideration, two of these intersections will <br />retain levels of service that do not meet General Plan standards and would require <br />mitigation exceeding the applicant's capabilities. <br />b. Mitigation Measures. <br />The following mitigation measure is hereby adopted and will be implemented as <br />provided for in the Mitigation Monitoring and Implementation Program: <br />Implement Oak Grove Planned Unit Development (PUD-33) Mitigation Measure <br />M01. <br />c. Findings. <br />Based on the EIR and the entire record before the City, the City finds that: <br />(i) Effects of Mitigation. <br />The Environmentally Superior Project's potential impacts to six of the eight City <br />intersections evaluated in the EIR will be mitigated to less than significant levels through <br />the developer's payment of regional/local traffic impact fees or the construction of a <br />traffic signal. <br />(ii) Remaining Impacts. <br />Remaining impacts related to two intersections are discussed below. <br />Page 38 of 43 <br />
