overturned or that the design is significantly changed. In no case will a building <br />permit be issued prior to the effective date of the ordinance. <br />89. All structures covered by this approval shall be constructed to: <br />• Meet Title 24 state energy requirements, and <br />• Comply with all codes and ordinances in effect before the Building Department <br />will issue permits. <br />90. The owner/contractor shall submit two copies of the site soils report to the Chief <br />Building and Safety Official for third party peer review and shall pay for such <br />review at the time specified by the Building and Safety Official, but in all cases <br />before the issuance of a grading permit. <br />91. The owner of a residential lot who, whether on his/her own or through a contractor <br />(hereafter, "owner/contractor"), obtains a building permit shall show the proposed <br />green building checklist on one of the first two pages of the plans submitted for <br />the issuance of a building permit. The sheet number(s) where each checklist item <br />is addressed in the plan set shall be noted on the checklist. All proposed green <br />building measures shall be shown throughout the plan set, as appropriate, as <br />determined by the Planning Director and the Chief Building and Safety Official. A <br />special inspection by a representative from the Planning Department shall be <br />coordinated with regards to landscaping, irrigation, and exterior materials. All of <br />the green building measures indicated on the approved checklist shall be <br />inspected and approved by either the City of Pleasanton, a qualified specialist, or <br />the applicant shall provide written verification by the project engineer, architect, <br />landscape architect, or designer. This condition shall appear in the design <br />guidelines. <br />92. Prior to final building permit inspection and occupancy, a final inspection and <br />approval by the Planning Department is required in order to confirm that all <br />conditions of approval prior to occupancy have been satisfied. <br />93. Prior to the first framing inspection, the height of the primary structure shall be <br />surveyed and verified as being in conformance to the approved building heights <br />shown on the building permit plan sets. Said verification is the owner's/ <br />contractor's responsibility and shall: <br />• Be performed by a licensed land surveyor or civil engineer. <br />• Be completed and provided to the Planning Department. <br />• Reviewed and determined to be correct by the Planning Department. <br />Page 35 of 37 <br />
