c. Ensure wastewater from vehicle and equipment washing operations is not <br />discharged to the storm drain system. <br />d. The CC&Rs covering Lots 1 through 51 shall include these statements: <br />• No person shall dispose of, nor permit the disposal, directly or indirectly, of <br />vehicle fluids, hazardous materials or rinsewater from cleaning tools, <br />equipment or parts into the private, on-site storm drains. <br />• All private on-site storm drains shall be cleaned by the property owner at <br />least twice a year with one cleaning immediately prior to the rainy season. <br />e. Vegetated bio-swales shall be irrigated and mowed with the clippings <br />removed on a regular basis by the homeowners association. <br />Standard Conditions: <br />84. Conditions 86 through 115 shall be copied to the building and landscape design <br />guidelines to the satisfaction of the Planning Director before their approval. <br />Subdivision Sales/Model Home Complex <br />85. A subdivision sales office/model home complex shall be allowed. The location <br />shall be such that it will minimize the impact on adjoining occupied dwellings, and <br />shall not be located closer to the westerly project boundary line than Lot 1 of the <br />subdivision. The sales office shall be required to provide either a paved or all <br />weather surface as reviewed and approved by the Planning Director and the City <br />Engineer. Parking shall be provided on site if there is inadequate street parking <br />available. In all cases, provision for a paved handicap space shall be required in <br />accordance with all federal and local ADA requirements. The design plan shall <br />be reviewed and approved by the Planning Director before installation. The <br />sales office/model home shall provide utilities, irrigation, and landscaping. <br />Building Conditions <br />86. The owner/contractor shall obtain a building permit from the Division of Building <br />and Safety and any other applicable City permits for the lot development prior to <br />the commencement of any construction including grading. <br />87. The owner/contractor shall pay any and all fees to which the property may be <br />subject prior to issuance of a building permit. The type and amount of the fees <br />shall be those in effect at the time the building permit is issued. <br />88. The building permit plan check materials for the individual homes will be accepted <br />for submittal only after the design review approval for the residence becomes <br />effective, unless the owner/contractor submits a signed statement acknowledging <br />that the plan check fees may be forfeited in the event that the ordinance is <br />Page 34 of 37 <br />
