runoff treatment would be provided by the private drainage systems of the
individual lots.
5.
• Grading for the overall development, not including private lot grading, will
result in approximately 620,000 cubic yards of material being moved on the
site and the stockpiling of 390,000 cubic yards of excess material in two areas
of the open space area so as to prevent off-hauling the material down Hearst
Drive and through the existing neighborhoods. These stockpiles will be
contour graded to reflect the existing topography.
• The entire development -public and private areas -will be subject to a
Geologic Hazard Abatement District. The GRAD is responsible to periodically
inspect the development for any indication of erosion, destabilizing slope
banks, etc., and then to take action to address the areas.
Staff, therefore, believes that this finding can be made.
Whether adequate public safety measures have been incorporated into the
design of the proposed development plan:
All construction would be designed to meet the requirements of the Uniform
Building Code, other applicable City codes, and State of California mandated
noise, energy, and accessibility requirements.
All public and private streets and driveways are designed and/or conditioned
to meet City engineering standards and are adequate to handle the
anticipated traffic volumes.
The project site adjoins Hearst Drive, an existing public street, with adequate
emergency vehicle access. All on-site streets and driveways are designed
and/or conditioned to the standards of the Livermore-Pleasanton Fire
Department for access. Afire access road will connect to the service road
accessing the City's water tank and an easement for public safety purposes
to the site exists through the Grey Eagle Estates subdivision to serve the
eastern side of the development. As proposed and conditioned, adequate
access is provided to all structures for police, fire, and other emergency
vehicles.
All residential structures, detached garages, cabanas, secondary dwelling
units, etc., shall be equipped with automatic fire sprinkler protection. A
minimum fire flow of 2,000 g.p.m. at 20 lbs. p.s.i. is required to be provided to
each residential lot.
• The project developer shall purchase, or provide funding for, a new Type 3,
four-wheel drive, four-door fire truck, for the Livermore-Pleasanton Fire
Department capable of providing structure protection in the event of a
wildland fire and/or exposure protection in the event of a building fire.
