32. The electrical plans for these homes shall provide telecommunications <br />infrastructure consistent with state-of-the-art methods, e.g., cabling for DSL, <br />broadband, or wireless service, wiring for total room access, etc., in effect at the <br />time that building permit(s) are issued. The plan shall be part of the building <br />permit plan set. <br />33. The Oak Grove Open Space & Common Area Design Guidelines shall be <br />amended to reflect the mitigation measures found within the FEIR to reduce an <br />impact to less than significant. The following are conditions of approval as well <br />as statements to be added to the Design Guidelines: <br />• The lot owner/contractor shall provide root control barriers and four inch <br />perforated pipes for parking lot trees, street trees, and trees in planting areas <br />less than ten-feet in width, as determined necessary by the Planning Director <br />at the time of review of the final landscape plans. <br />• Landscaping installation time requirements: <br />o Within 90 days of occupancy, all front and side yard area landscaping <br />shall be installed. <br />o Within 1 year of occupancy, all rear area landscaping shall be installed. <br />A cash deposit, in the amount of 25 percent of the estimated installation cost <br />for the rear yard landscaping shall be submitted to the Planning Department <br />at the time of building final which shall be returned to the owner after site <br />inspection determines the yard landscaping has been completed. This <br />condition shall appear in the design guidelines. <br />The Oak Grove Open Space & Common Area Design Guidelines shall be <br />implemented by the project developer as conditions to the subject property. <br />34. The project developer shall work with staff to further refine the landscape design <br />guidelines. The revised guidelines shall be subject to review and approval by the <br />Planning Director. <br />Development Standards <br />35. Only the following structures, uses, and activities shall be allowed in the open <br />space areas of the development covered by this approval: <br />a. Only the grazing of cattle, sheep, and goats shall be allowed on the open <br />space areas surrounding the 51 lots of this development. The grazing <br />activity, animal density, and supervision shall be subject to a grazing <br />management plan which shall be based on a combination of factors including, <br />but not limited to, the type of grazing (free-range and/or supplemented with <br />feed), the type of animal, the age of the animals, proximity to environmentally <br />sensitive areas, etc. The grazing management plan shall be prepared by the <br />applicant, submitted with the first final subdivision map, approved by the <br />Page 12 of 37 <br />
