topography and constraints, grading controls, and floor area limitations, were reviewed and made part of the proposal. Overall, staff believes that the proposed project is designed in a manner that is sensitive to and compatible with the site and nearby developments. Large, unobstructed view sheds of the open space are preserved and the present cattle grazing taking place on the site will be maintained. The proposal includes comprehensive building and landscape design guidelines. Staff, therefore, believes that the applicant's appeal should be upheld, that the Final EIR should be certified and that the proposed project, including the PUD development plan, development agreement and housing agreement should be approved by the City Council.
