Findings and the Statement of Overriding Considerations, . Certifying the Final EIR, <br />however, does not compel the City Council's approval of the proposed project. <br />Following the EIR's certification, Council may approve, conditionally approve, or deny <br />the project. <br />PUD DEVELOPMENT PLAN FINDINGS <br />Assuming the Council intends to approves the project,the City Council must make the <br />findings attached as Exhibit C-1, PUD Development Plan Findings that the proposed <br />PUD development plan conforms to the purposes of the PUD District.. <br />CONCLUSION <br />The proposal is a combined residential/open space development consisting of <br />51 custom homes on large lots surrounded by 496 acres of permanent open space and <br />trails, with the open space transferred to public ownership in perpetuity. <br />Staff believes that the proposed development would have the following community and <br />environmental benefits: <br />• It would result in nearly 496 acres of publicly dedicated land as open space <br />added to the City's open space preserve in southeast Pleasanton, forming an <br />important link in the City's goal of a continuous public open space area in <br />southeast Pleasanton. <br />• It would provide the opportunity for local and regional trails linking Oak Grove <br />open space to Vineyard Avenue and eventually to the Callippe golf course. <br />• It would provide for development that is harmonious with existing neighborhoods. <br />• It would assure that the development of homes at Oak Grove will be of high <br />quality and will meet a visual integration standard through the implementation of <br />effective design guidelines and significant new tree planting. <br />• It would preserve and protect biological resources and leave undisturbed over <br />12,000 mature trees in the open space lands. <br />• It would result in the funding of traffic calming facilities in Kottinger Ranch and the <br />construction of important citywide traffic improvements and other infrastructure <br />improvements. <br />• It would include fire management measures protecting the proposed lots as well <br />as surrounding properties. <br />Although the open space comes with the approval of the proposed development, the <br />proposed dedication did not constrain staff review of the development of 51 lots on the <br />site and the environmental issues resulting from such development. Mitigation <br />measures are identified and are incorporated in the proposed plan by design changes <br />and/or by conditions of approval. Design changes to the development, strict design <br />guidelines with public review of design proposals, matching building designs to lot <br />Page 25 of 27 <br />
