BSK Proposal No. GP07-149
June 29, 2007
Page 2
When observations or field/laboratory test results indicate that material or work in progress do not
conform to the requirements of the approved contract drawings or specifications, BSK will inform
the Contractor of the defect. If deemed necessary, our staff will contact the Construction Manager,
Architect or Structural Engineer for clarification on the deficiency. ANon-Conformance Report
(NCR) may be initiated by the Technician or Inspector. The Senior Technician or Inspector will
maintain a log of NCR's and their resolutions. This will aid inproviding an up-to-the-minute "punch
lists" as the work progresses.
Material samples secured from or delivered to the project site will be clearly identified to establish
traceability and integrity of the sample. Material samples shall be tagged with securely attached
labels indicating the sample type and description, sample source and location, required testing or
analysis, date sampled and the name of the person securing the sample. Material will be identified
through mill test reports, or other means of certification, as appropriate.
It has been our experience that following these procedures allows for constant communications
among all parties. It also allows discovery and correction of potential problems before they become
real problems. It enhances project continuity by keeping the same people on-site. Moreover, it
provides the most economical solution to your Quality Assurance needs.
2. Schedule, StaffinE and Estimated Fees
We understand that construction is scheduled to start around mid-July 2007 with a planned
construction period of 365 calendar days. Our testing/inspection and observation services will start
as soon as clearing and grading work gets underway. As in the past, our services will be conducted
under the direction of the City of Pleasanton Construction Manager assigned to the project.
Our estimated level of staffing and related fees .for the scope of work outlined herein will be
computed on atime-and-material basis in accordance with the Terms and Conditions of our current
2007 - 2010 Annual Contract with the City of Pleasanton. There will be a minimum two-hour
charge per visit for the field techniciai~linspector.
Based on our knowledge of the site conditions and review of the plans and specifications, but in lieu
of an actual construction schedule, we have made certain assumptions in arriving at proposed
staffing and testing levels and related fee estimates. Based on these assumptions, we estimate total
charges for the scope of work outlined herein with be $47,624. However, the actual total billing will
depend on the project construction schedule, encountered site conditions, weather conditions and
overall work progress. We will not exceed this estimate without prior approval and authorization
from the City of Pleasanton. A breakdown of our assumed man-power and staffing requirements and
related fees is presented below.
Bsic
