40. The CC&R's for the development shall contain provisions which require Golden Eagle Farms II Homeowners Association to provide for annual maintenance and silt cleaning by contract of all storm drainage item which are not maintained by the City. An annual compliance report shall be submitted to the City Engineer listing the scope of work and certi- fying its completion. 41. That no access be allowed to Foothill Road from lots 32, 33, 34, 35, lot A, and the tennis court. 42. That positive drainage releases be constructed on the down- hill side of all streets where a drainage ditch inlet is being installed, to provide for controlled flow, should a storm drain inlet be plugged. 43. That the storm drain system be designed for a minimum of a ten year storm, and that all storm drain pipe be oversized one pipe diameter (6 inches minimum) above the design size using Manning's Formula, but in no case less than 18 inches in diameter. 44. That the storm drain pipe be extended to the following streets: 1. "C" Court - extend storm drain to most southerly storm drain inlets. 2. "B" Street - extend storm drain intersection with "J" Court. 45. Whenever feasible, all horizontal drainage ditches will be constructed on graded benches of sufficient width to allow a maintenance vehicle to straddle the ditch or as otherwise approved by the City Engineer. 46. That utility easements be the following width: 1 utility - 15 foot wide 2 utilities - 20 foot wide 47. That the developer dedicate to the City a Public Service Easement over all streets within the development. 48. That the developer dedicate to the City an 8 foot wide Public Service Easement adjacent to and/or each side of all streets. 49. That an energy dissipater shall be installed on all outlet structures. 50. That the storm drain field inlets be over sized as deter- mined by the City Engineer to minimize potential blockage, in addition to installing trash racks at all field inlets. - 6 - As amended at 10/12/88 meeting
