That those remaining unavoidable significant <br />adverse effects identified in that document have <br />been found acceptable in that the environmental <br />social, and economic benefits of the proposed <br />project as indicated in the EIR, staff reports, <br />testimony at public hearings outweigh the remaining <br />unavoidable adverse impacts, as indicated in the <br />attached entitled "Environmental Impact Findings." <br />Section 2. Recommends approval of the application of the City of <br />Pleasanton to adopt a Specific Plan for Downtown <br />Pleasanton encompassing land use, circulation, parking <br />and design policies and improvements within a 40 block <br />area bounded by Bernal Avenue, First Street, Stanley <br />Boulevard and Rose Avenue and Pleasanton Avenue as <br />amended. <br />Section 3.
