PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC-88-123 <br />RESOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF <br />THE CITY OF PLEASANTON TO ADOPT A SPECIFIC PLAN FOR <br />DOWNTOWN PLEASANTON <br />WHEREAS, the City of Pleasanton has applied to adopt a Specific <br />Plan for Downtown Pleasanton encompassing land use, <br />circulation, parking, and design policies and <br />improvements within a 40 block area bounded by Bernal <br />Avenue, First Street, Stanley Boulevard, Rose Avenue and <br />Pleasanton Avenue; and <br />WHEREAS, an Environmental Impact Report was prepared for this <br />project and on November 9, 1988 a resolution accepting <br />the Environmental Impact Report as complete and adequate <br />was adopted; and <br />WHEREAS, the EIR disclosed many possible significant adverse <br />impacts, most of which could be mitigated but several of <br />which could not be mitigated to insignificant levels; <br />and <br />WHEREAS, the Planning Commission received the staff's <br />recommendations for approval of the Specific Plan; and <br />WHEREAS, staff has recommended that benefits of the project - <br />social, economic, as well as environmental - outweigh <br />the few significant adverse environmental impacts, <br />thereby justifying approval of the project; and <br />WHEREAS, the Planning Commission finds that this Specific Plan is <br />consistent with the General Plan of the City of <br />Pleasanton. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br />Section 1. The Planning Commission makes the following <br />findings: <br />1. That all significant adverse effects enumerated in <br />the EIR which can feasibly be avoided have been <br />eliminated or substantially lessened as indicated <br />in the document entitled "Environmental Impact <br />Findings," attached hereto and made part of this <br />case by reference; and <br />
