INC Mr. joe E11 i ott August 3!, 1987 Page 2 o Review data and develop a preliminary evaluation of the causes of the service line failures. o Meet with City staff to review and refine the preliminary evaluation, and to obtain additional data if required. o In conjunction with City staff, perform field testing is required. o If necessary, develop a computer model of the Bonde Zone as a supplement or as an alternative to field testing. Depending on evaluation to this point, this could be either a steady state model to evaluate performance over the range of pump and reservoir operation, or a transient analysis to identify surge problems associated with pumps starting and stopping. o Make a final determination of the cause of the problems and develop recommendations for appropriate corrective measures, as needed. The results of each task would be reviewed with City staff as the work progresses and work would be limited as determined by the staff. A brief report outlining our recommendations would be prepared and reviewed with City staff prior to finalizing. ESTIMATED FEE AND SCHEDULE We propose to contract for this work on a time and materials basis. It is difficult to determine the extent of work required at this time, however, the following figures may be used for budgeting. The actual extent of the work required, and resulting costs, will depend largely on the complexity of the problem.
