BISSELL & -
, KARN. INC.

S EP I 1987 ..37 c..bo, .:.. s.,,.
Pleasanton. CA ~
(415) 46)

August 31, 1987 Job ~8704139

Mr. Joe E11 i ott
Director of Public Works and
Utilities
City of Pleasanton
200 Bernal Avenue
Pleasanton, California 94566

Subject: Engineering Services Proposal for Assistance in Evaluation and
Correction of Pressure Problems in the Bonde Zone
Dear ~~'~:
As you requested at our meeting August 24, 1987, Bissell & Karn, Inc., is
pleased to submit this proposal for the subject services. We have prepared
the following proposal and scope of work based on our discussions at that
time and the memo from Dave Van houten to Bill Wilkins describing the
problems.

SCOPE OF WORK

Our general approach to the problem would be to systematically review the
operational data that has been collected, along wit'h other available data
describing system operation, capabilities and performance. Additional data
reviewed would include system topography, records of service line breaks,
pump curves, and control settings. Based on the available data, we would
make a preliminary determination of the likely cause or causes of the
service line failures. We would then work with City staff to make a final
determination of the cause through fielc insDec~ion and testing. Once the
cause of the problem is identi.:ied we wsuid ,serelop recommendations for
appropriate corrective =-easures. Our specifi: ap;~roach would be somewhat
dependent on what the problem appears to be and the extent and completeness
of available data. The following is a list of tasks that we anticipate may
be required. Additional services would be provided as required.

o Meet with City staff to review their observations and obtain copies
of relevant operating and system data.

o Conduct a site visit to the pump stations and reservoir to confirm
actual field conditions and gain familiarity with the system.

o On topographic maps provided by City staff delineate relevant break
locations, hydraulic gradient elevations, pressures and flows and
comparable master plan model data.

LCP.iO.4
