She described <br />the relative distances to the site from each route and noted that staff must evaluate traffic <br />impact to each neighborhood. She added that policing that effort would be difficult in <br />terms of any net benefit to the residents on Golden Road. <br /> <br />Mr. Grubstick concurred with Ms. Decker’s assessment and noted that restricting <br />movements out of the parking lot to a right turn would drive more traffic into the <br />neighborhood. He did not believe that would be an acceptable alternative. <br /> <br />A discussion of alternate traffic patterns ensued. <br /> <br />In response to an inquiry by Commissioner Blank regarding whether any alternate traffic <br />pattern that provided better access would be the result of an agreement between the two <br />parties, Ms. Harryman confirmed that was true. She understood that the easement was to <br />serve the facilities at Early Years Children’s Center. <br /> <br />Commissioner O’Connor believed that most of the trips were drop-offs and pick-ups <br />from the school sessions and that the only difference would be traffic at the Sunday <br />service if some parking were to be moved from Del Valle Parkway to Hopyard Road. He <br />would rather have a bigger buffer and save more trees, but he was concerned about the <br />diminished parking spaces in that event. <br /> <br />Chairperson Fox invited a straw vote to see who preferred each parking plan. <br /> <br />Commissioner O’Connor noted that expanding the future would be expensive. <br /> <br />Commissioner Blank moved to find that the proposed development is in <br />conformance to the General Plan, to make the required conditional use findings as <br />listed in the staff report, and to approve Case PCUP-155/PDR-513, as shown on the <br />proposed Master Site Plan (122-parking space option), subject to the conditions of <br />approval listed in Exhibit B of the staff report, as recommended by staff, with the <br />following modifications: (1) Modify Condition No. 3 to extend the lapsing provision <br />of the design review and use permit from one year to 18 month; and (2) Replace <br />Condition No. 7 with the following language: “Prior to City’s issuance of building <br />permit, the applicant shall pay school impact fees as required by the Pleasanton <br />Unified School District.” <br />Commissioner Olson seconded the motion. <br /> <br />Chairperson Fox requested an amendment to include an unpaved, but maintained, <br />pathway on the north side of the parking lot, subject to the review and approval of <br />the Planning Director and Chief Building Official. <br /> <br />Commissioners Blank and Olson accepted the proposed amendment. <br /> <br />Ms. Decker recommended that a condition be added directing the applicant to apply for a <br />Temporary Conditional Use Permit to allow the temporary structures to be maintained in <br />PLANNING COMMISSION MINUTES January 24, 2007 Page 21 of 24 <br /> <br /> <br />
