The staff memo identified staff’s red-lined copy of the Draft Minutes: <br />proposed amendments were in bold italicized red text, deleted text was in bold strike-out <br />blue, and tape transcriptions were in bold italicized teal. The second document was a <br />red-lined copy of the Draft Minutes of the Saint Elizabeth Seton Church hearing item, <br />prepared by Chairperson Fox; her amendments and additions were in bold green, and <br />deletions were in strike-out black. Staff’s intent was to maintain the minutes in terms of <br />having a general summary of the proceedings rather than a verbatim transcript. It had <br />been the policy of the City to produce minutes that did not duplicate any information <br />provided in the staff report; much of the information provided by Chairperson Fox was <br />already included in the staff report and was deleted as a result. <br /> <br />Chairperson Fox moved to combine the minutes prepared by staff with the text she <br />provided from listening to the tape, excluding the duplicate language contained in <br />the staff report. All the Commission’s questions regarding the variance, the building <br />height, the parapet, and binding conditions would be included. <br /> <br />Commissioner Pearce seconded the motion. <br /> <br /> <br />Commissioner O’Connor noted that he had read both documents carefully; he found the <br />transition between summary minutes and verbatim transcript in the staff document to be <br />confusing and that it did not flow as well. He believed the document prepared by <br />Chairperson Fox flowed when he read it. He noted that some information that was <br />inserted at Chairperson Fox’s request in the staff document was also duplicated elsewhere <br />in the document. <br /> <br />Chairperson Fox withdrew her motion and made a substitute motion that the <br />minutes prepared by staff be substituted with the document that she prepared, with <br />the condition that staff check the document again for accuracy before publishing <br />them as final minutes. <br /> <br />Ms. Harryman advised that procedurally, a second to withdraw the first motion should be <br />made or that the original motion be voted upon. <br /> <br />Chairperson Fox withdrew her motion. <br />Commissioner O’Connor seconded the motion. <br /> <br /> <br />Chairperson Fox made a substitute motion that the section of the minutes relating to <br />the Saint Elizabeth Seton Church item prepared by staff be substituted with the <br />document that she prepared, with the condition that staff check the document again <br />for accuracy before publishing that section within the final minutes. <br />Commissioner Olson seconded the motion. <br /> <br /> <br />PLANNING COMMISSION MINUTES January 24, 2007 Page 2 of 24 <br /> <br /> <br />
