Kathleen Bedford, 5053 Golden Road, noted that she lived directly across the street from
the Church. She spoke in opposition to this project and was very concerned about traffic
flow and safety. She added that parking on the street has never been the issue, as stated
to Pastor Beard. She did not believe the number of parking stalls mattered if the larger
parking lot only had one exit onto Golden Road. She noted that one of her cats had been
killed by a car on her road and was very concerned that any child on the street could be
hit as well. She did not want Del Valle Parkway to be blocked off, which would make
Golden Road more of a thoroughfare.

Dan Faustina, 1405 Calle Enrique, spoke in support of this project and hoped the
conditional use permit and design review would be approved as proposed. He noted that he
was a long-time member of the church and currently served as the youth leader in the youth
ministry program. He also owned a home within the Church’s sphere of influence and
believed the project would not only benefit the Church community but the entire community
of Pleasanton. He noted that Pleasanton was a community of planned progress and believed
that as the community has continued to grow, so has the need for preschool educational
facilities and youth programs. He believed the project served both of those needs. He
believed that Trinity Lutheran Church had been a good neighbor for nearly 38 years, and
they now had the need for facilities to meet the needs of the community and congregation.
He noted that he served on the Building Committee and believed there was a great deal of
care and concern they demonstrated to the neighbors; he added that they did listen to every
concern that they raised. He believed the time had come to move forward with the project.
He supported the project as proposed because of the need for preschool availability in the
community and added that Pleasanton residents from all over town used this facility. He
believed the temporary modular buildings should be replaced with a permanent facility. He
noted that it was important to serve the Church’s vibrant youth ministry programs as well as
to complete the vision begun in 1999. He believed that putting a driveway through the
middle of the site would encourage cut-through traffic and cars driving by the preschool and
its facilities, which he believed would be a safety hazard. He understood the concerns that a
larger parking lot would increase traffic on Golden Road but believed that the existing users
already knew the traffic patterns and they would not change. He encouraged the Planning
Commission to approve this project as proposed.

Ed Heuer, 3177 Montpelier Court, thanked staff for its grasp of the project’s impact on
the neighborhood. He noted that he was a member of the Church and believed the
preschool provided a benefit to the community. He supported the proposal reflecting the
1999 Plan, and noted that the proposed use permit was a replacement of temporary
structures, not an expansion of facilities, and that it was smaller than originally planned.
He disagreed that the parking lot expansion would create more traffic and that it would
take parking off the street. He noted that there would be no substantial change from the
original plan and that existing programs would have improved facilities. He believed the
larger parking area would benefit the neighborhood.

Mark Giovanetti, 1445 Harvest Road, noted that he supported the Church’s programs as
well as the proposed expansion. He believed the entrance and exit to the parking lot on
PLANNING COMMISSION MINUTES January 24, 2007 Page 18 of 24
