Heather Brillhart, 5017 Golden Road, spoke in opposition to this project and agreed with <br />the previous statements made by her neighbors. She noted that when she bought her <br />home in 2001, she did not receive a disclosure with respect to the Church. She liked the <br />location relative to all levels of schools and noted that many children walked through her <br />neighborhood to get to school. She noted that peak traffic times for her neighborhood <br />started half an hour before and after school hours, and the Sonshine preschool start and <br />end times coincided with those times as well. She was very concerned about the traffic <br />congestion on her residential street. She noted that the current plan allowed the preschool <br />to continue without interruption, and she did not agree that its location was beneficial to <br />the neighborhood. She noted that the parking lot to Hopyard Road was eliminated when <br />the sanctuary was extended. She believed the Del Valle Parkway parking lot was a safer <br />parking and traffic alternative and should not be decreased. She did not have a positive <br />impression of the neighborhood meetings with the Church and did not feel the Church <br />representatives were interested in working with the neighborhood. She appreciated the <br />alternatives put forth by the Planning staff but did not feel they addressed the traffic <br />concerns of the neighborhood. She added that they did not follow the recommendations <br />made to the Church by Commissioners during the Planning workshop, such as a left-hand <br />turn pocket off of Del Valle Parkway into the parking lot. Other possibilities were <br />closing a driveway on Golden Road as well as a driveway off of Hopyard Road. She <br />believed the new structure was nice, but not necessary. She did not believe the proposal <br />was in the best interest of the neighborhood and that it did not address the safety concerns <br />of the neighborhood. She noted that the 1999 Master Plan had not been approved and <br />urged denial of this proposal. <br /> <br />Kenneth Cook, 4917 Golden Road, noted that he supported his neighbors’ comments and <br />spoke in opposition to this project. He objected to the removal of two dozen trees, and <br />valued the quiet character of his neighborhood. He had informally surveyed the larger <br />parking lot, which was one-third to one-half full. He estimated that there would be about <br />two dozen new vehicles in the parking lot due to workers during construction, which he <br />expected would present safety issues with respect to dropping off and picking up the <br />children. He noted that he did not mind street parking but was concerned that the trucks <br />would take up a lot of space. He inquired where the larger vehicles would turn around or <br />wait for access to the project site; he was concerned that they would use residential areas, <br />adding to the congestion on Golden Road. He was very concerned that there would be <br />considerable noise impacts in the neighborhood during the construction time, plus the <br />18-month extension, going into summer of 2008. He was concerned that his quiet, <br />tree-lined neighborhood would no longer be quiet and would have fewer trees. He <br />implored the Commission to find a way to allow the neighborhood to maintain its quality <br />of life. <br /> <br />Barbara Lee, 5065 Golden Road, noted that she lived directly across the street from the <br />Church and added that when she moved in, the Church was smaller with a better and <br />safer traffic flow. She spoke in opposition to this project and was very concerned about the <br />traffic flow. She noted that the excess traffic has been forced onto her small residential <br />street. She believed that the proposal for less parking on Del Valle Parkway would create <br />more traffic congestion on Golden Road, diminishing the safety on that street. <br />PLANNING COMMISSION MINUTES January 24, 2007 Page 17 of 24 <br /> <br /> <br />
