Commissioner Blank advised that the last sentence of the third paragraph on page 7 should be modified to read as follows: “He noted that the City of San Diego was recently sued for $40 million for approving a project that was allegedly later deemed illegal.” Commissioner Pearce moved to approve the minutes of the February 14, 2007 Planning Commission meeting. Commissioner Blank seconded the motion. ROLL CALL VOTE: AYES: Commissioners Blank, Fox, O’Connor, and Pearce. NOES: None. ABSTAIN: Commissioners Narum and Olson. RECUSED: None. ABSENT: None. PCUP-187, Eileen Yang/Pelican Learning Center Application for a conditional use permit to operate an after-school math tutoring facility th for up to five children per session (kindergarten to 6 grade students) in an existing building located at 3037 Hopyard Road, Suite N. Zoning for the property is PUD-C-C (Planned Unit Development – Central Commercial) District. Commissioner Olson requested that this item be pulled from the Consent Calendar and considered as a public hearing item. Ms. Decker clarified that pulling an item from the Consent Calendar would not necessarily change the numerical order of the agenda items. She noted that this item would remain as Item 5.a., as there is already an Item 6.a., and will be considered as the first hearing item of the meeting. She then introduced Natalie Amos, Assistant Planner and project planner, who will present the staff report.
