the time cards displayed the children's names, and the children gave the cazds to the instructor <br />before class and retrieved them after class inside the class area. <br />With respect to temporary signage being reviewed and approved by the Planning Director, <br />Mr. Karimi noted that was acceptable to the applicant. <br />Regarding the requirement about balloons, banners, etc., being amended to prohibit <br />spray-painting on the windows and that no more than 25 percent of the window area would be <br />covered by signage, Mr. Karimi noted that was acceptable to the applicant. <br />With respect to Condition No. 3 being amended to add "plus or minus 30 minutes" regazding the <br />hours of operation, Mr. Karimi noted that they would like to extend that time period to one hour <br />so the staff may clean up the academy. Commissioner Blank noted that the half-hour was <br />intended to limit the ending time for classes and that other activities by staff may continue after <br />that. <br />Chairperson Fox would like the supervising adults to sign the children in and out and to remain <br />on-site. She did not want the City to be open to potential liability. <br />Commissioner Blank suggested that some equivalency of the sign-in/out, such as the parent's <br />signature or initials on the card or similaz mechanism, but did not agree that pazents need to stay <br />in the facility. <br />Mr. Karimi noted that the card was intended to be used for a year and that the children's <br />attendance was checked-off by the instructor. The addition of a parent's signature would require <br />a different format. <br />Commissioner Peazce suggested a sepazate board to allow the parents to sign their child in to <br />class. Mr. Karimi noted that he would be amenable to that suggestion. <br />THE PUBLIC HEARING WAS CLOSED. <br />Chairperson Fox moved to make the required conditional use permit findings as listed in <br />the staff report and to approve Case PCUP-188, subject to the conditions listed in Exhibit B <br />of the staff report, as recommended by staff, with the following modifications: <br />1. Students 12 years and younger shall be escorted into and out of the facility and <br />signed in and out on a clipboard by a parent or supervising adult; <br />2. Temporary window signage or monument signs shall be subject to the review <br />and approval of the Planning Director; <br />3. Modify Condition No. 9 to include language that no signage or words shall be <br />spray-painted on the windows and under no circumstances shall signage exceed <br />25 percent of the total window area; and <br />4.
