Commissioner Fox disclosed that this is one of multiple meetings she has attended on <br />Staples Ranch. She added that she would have to recuse herself for any discussion <br />regarding the Stoneridge Drive extension and that Commissioner Blank, as Vice <br />Chairperson, would then chair the discussion. <br /> <br />Stuart Cook, Alameda County Surplus Property Authority (ACSPA) explained that the <br />role of ACSPA is to take land that the County has deemed surplus and try to make <br />income off of it so the County can then use that income to pay for capital improvements <br />throughout the County. He then presented a series of maps and photos on the overhead <br />screen and described the development of the proposal from the 1989 Stoneridge Drive <br />Specific Plan through the 1990’s to the present. He pointed out the different features of <br />the property, including the Arroyo Las Positas and Arroyo Mocho and their alignments, <br />El Charro Road leading to the Vulcan and Hanson quarries, and the original homes that <br />are part of the Stoneridge Drive Specific Plan. He explained that the restoration of the <br />creek was carefully designed to include a trail connection underneath the El Charro Road <br />and proposed Stoneridge Drive bridges so that pedestrians can go from Livermore to <br />Pleasanton without having to go on the streets. <br /> <br />Mr. Stuart stated that in 2005, the City of Pleasanton approached ACSPA to assist in the <br />relocation of Hendrick Automotive from its existing site on Rosewood Drive to Staples <br />Ranch. He continued that at about that time, Continuing Life Communities also <br />approached the County with a proposal to build a continuing life community for seniors <br />outside the APA. He stated that a Memorandum of Understanding (MOU) between the <br />City of Pleasanton and ACSPA was effected, and a site plan was prepared for the current <br />proposal. He presented a map of the proposal and a detailed description of the individual <br />project structures and the site’s infrastructure and landscaping. He concluded that <br />Fremont Land has recently proposed a conceptual retail site, a community-type shopping <br />center anchored by an Asian retail center and including a bank, drug store, shops, and <br />restaurants. <br /> <br />Chairperson Fox noted that the senior community would be gated and inquired if there <br />would be access from the existing Meadows Park in the West Las Positas neighborhood <br />to the community park. Mr. Cook confirmed that the perimeter of the senior community <br />would be gated for security reasons. He noted that the community park could possibly be <br />accessed through Martin Avenue on the north side of the arroyo, down to the trails, and <br />along the creek. <br /> <br />Commissioner Blank inquired if the MOU obligated the City in one way or another with <br />respect to the Stoneridge Drive extension. Mr. Cook replied that the MOU extends <br />Stoneridge Drive only to provide access to the community park and senior community <br />care site; however, the right-of-way would be preserved in the event that a future decision <br />extends Stoneridge Drive to connect to El Charro Road as a four-lane road. <br /> <br />Commissioner Blank inquired if, should there be another change and the Stoneridge <br />Drive extension is removed from the General Plan, the EVA would remain and the title <br />deed would go back to ACSPA.
