Ms. Giffin then indicated that following tonight’s meeting, the applicants will begin <br />preparing their PUD proposal, and the EIR consultant will finalize the scope of work and <br />begin drafting the EIR. She stated that a Planning Commission workshop to review the <br />PUD submittal is anticipated in late July and that the Draft EIR will be presented to the <br />Commission in late summer. <br /> <br />Ms. Giffin noted that Mr. Stuart Cook of the Alameda County Surplus Property Authority <br />was present and would provide more project-related information; also present is Mr. Rod <br />Jeung, EIP Associates, EIR consultant, who would speak on the EIR process and the <br />scope of the meeting. She indicated that Mr. Steve Bocian, Assistant City Manager, is <br />the project manager for the Staples Ranch proposal and is also present. <br /> <br />Commissioner Blank requested staff to provide the Commission with copies of the <br />Constraints and Opportunities map and asked Ms. Giffin to explain the map once more. <br />Ms. Giffin pointed out the various areas of constraints and opportunities, particularly <br />where the noise would be coming into the project from I-580 and the neighboring airport. <br /> <br />Commissioner Blank noted that the prevailing winds come from the west and that <br />aircrafts take off and make either a left or right turn over and just beyond El Charro Road <br />upon reaching 1,200 feet. He added that very rarely and under certain conditions such as <br />stormy weather, aircrafts go straight instead of turning. <br /> <br />Commissioner Olsen inquired at what altitude the aircrafts would be when they come <br />over the Staples Ranch property. Ms. Giffin replied that she did not know but would look <br />into that matter. <br /> <br />Commissioner Blank observed that the car dealership, the park, and the commercial area <br />are in the Airport Protection Area (APA) but that the residences are outside the APA but <br />within the noise area. Ms. Giffin confirmed the observation. <br /> <br />Chairperson Fox inquired if there would be multiple PUDs or only one; Ms. Giffin <br />replied that there would most likely be multiple PUDs. Commissioner Olson commented <br />that the project has multiple applicants, and hence, multiple PUDs. <br /> <br />Chairperson Fox inquired if the property would need a rezoning and if any of the <br />decisions on the proposals could be referended since they were PUDs. Ms. Giffin replied <br />that the property would require a rezoning since the vast majority of property is located in <br />unincorporated Alameda County. She confirmed that the decisions on the various <br />projects could be referended. <br /> <br />Commissioner Narum disclosed that she toured the property with Mr. Cook.
