Councilmember McGovern referred to page one of the staff report under Financial Statement, <br />and she confirmed with the City Manager that the second sentence indicates that based on the <br />cost/benefit analysis, any program within the element may not happen. She suggested that it be <br />changed to indicate, “The cost/benefit analysis will be done for program viability” so it is clear. <br />City Manager Fialho said nothing in the document requires the City to fund the programs at any <br />level and implementation of the programs would come forward at a later time. The analysis will <br />be conducted and the Council will make an informed decision in order to participate and rely on <br />the financial implications of this in making its decision. <br /> <br />Councilmember McGovern referred to page 14-1 of the red-lined version; she suggested adding <br />an example of cooperation about the new BART station between Alameda County, Dublin and <br />Pleasanton. She recommended adding something about the Alamo Canal Project where the <br />City is working together on the trail under the freeway with EBRPD and Dublin. <br /> <br />Councilmember McGovern referred to page 14-2 where it talks about major planning issues and <br />quality of education, and she felt the quality of education was very good and she confirmed with <br />Ms. Stern this was not discussed in a regional context, but in the City’s Public Facilities <br />Element. <br /> <br />Councilmember McGovern referred to page 14-4 where it lists principles and strategies, she felt <br />the City was identifying the vision, but not talking about building the infrastructure to do them <br />first, and she recommended something be included on this. She was not sure if the City had any <br />infrastructure capacity, and Ms. Stern said this was focusing on the Bay Area-wide and ABAG’s <br />Focus program, and felt it was more from the regional perspective. <br /> <br />Councilmember McGovern referred to pages 14-6 and 14-13 and noted a discrepancy between <br />the numbers of job expected; 46% is indicated in 14-6, and 48% in 14-13. Regarding 14-7 under <br />Airport and the Tri-Valley Airport Advisory Committee, and noted it had been included and not <br />done since 1996. City Manager Fialho said it was existing language in their General Plan and <br />he suggested staff follow-up prior to finalizing the language and said he was not sure whether <br />the committee was active. Councilmember Sullivan felt that entity was a good thing, wanted to <br />keep the idea alive and noted the liaison committee consisted of he and the Mayor and they can <br />raise the question. Councilmember McGovern said it was a topic statement but it does not <br />actually say what it is and she felt it should be clarified. <br /> <br />Councilmember McGovern referred to page 14-12, Air Quality and she noted that Spare the Air <br />Days was also a sub-regional approach to having better air quality and should be included. <br />Mayor Hosterman said a presentation was given by Supervisor Hagarty two years ago <br />regarding his 20-page air quality plan and she recalled wanting to incorporate that somehow by <br />reference into the general plan. <br /> <br />Councilmember McGovern referred to page 14-17, Program 2.34; “Coordinate development <br />policies and capital improvement programs affecting multiple jurisdictions at the subregional <br />level, to assure that services and facilities are provided in a timely and cost effective manner” <br />and she could not think of an example of this, and asked if the City was doing this. City Manager <br />Fialho said the Housing Opportunities Center, the Tri-Valley Housing Authority, and TVTC which <br />governs regional highway improvements were examples.
