<br />Principal Planner Janice Stern said the Draft Subregional Planning Element was an option <br />element of the General Plan, its purpose is to facilitate Pleasanton’s involvement in planning in <br />the Tri-Valley, it was first prepared in 1996 as part of a grant-funded subregional planning <br />strategy which was a joint effort between seven Tri-Valley jurisdictions; Pleasanton, Livermore, <br />Dublin, Danville, San Ramon, and Counties of Alameda and Contra Costa; however, <br />Pleasanton was the only jurisdiction that adopted the whole strategy subregional planning <br />element. She presented the boundary and jurisdictions involved, topics include housing, <br />economic development, water, sewer, other infrastructure, open space, natural resources and <br />for transportation, staff will await full discussion prior to updating policies on the circulation <br />element. <br /> <br />Ms. Stern reviewed element changes from the original plan and changes to the goals, policies <br />and programs, which were included in the staff report, noted on pages 14-3 and 14-4 additional <br />information was added about ABAG’s Focus Program as a result of Planning Commission <br />feedback, they updated numbers on new sub-regional housing initiatives, and page 14-7 was <br />amended to make clear that no funding was committed as part of the endorsement of the <br />Everyone Home Plan. Staff suggests the City Council may want to reword the Tri-Valley <br />Business Council’s Working Landscape plan to support agri-tourism, land preservation and <br />agricultural enterprise enhancement programs without referencing the Business Council’s plan <br />which gives the Council the option of supporting programs but without limiting the Council to the <br />working landscape plan. <br /> <br />She said under Policy 12, the Planning Commission added a program related to the Altamonte <br />Landfill Open Space Advisory Committee and a program related to the creation of community <br />separators. She discussed public safety programs and economic development projects. The <br />follow-up memo discusses making some amendments to Program 16.1 to make it more generic <br />in terms of working with regional partners to implement programs to sustain the Tri-Valley’s <br />innovation economy without specifically referencing the Preserving Prosperity Project, and a <br />small change to Program 17.4 to have it read, “Participate in the Tri-Valley Business Council’s <br />process” rather than any specific programs. <br /> <br />Mayor Hosterman referred to Program 17.4, and confirmed with the City Manager there were <br />specifically three programs the City was going to be looking at; one dealt with entrepreneurial <br />incubation and providing an on-line framework to facilitate that type of interaction between <br />businesses in the Valley, as well as two others which were endorsed for funding for the coming <br />year. Mayor Hosterman said there was also some discussion regarding some of those programs <br />the City did not want to be involved in, and they will be asking the Executive Director to make a <br />presentation to the Council to identify where the TVBC is today and how they can best partner <br />with the City to make some of the programs happen. <br /> <br />City Manager Fialho noted the City will not be looking at simply funding the organization <br />operationally; that much time was spent about funding specific projects that the City could <br />support as a community, as sometimes the Business Council takes political positions which may <br />be contrary to the Council’s collective position and where the City wants to be as a community. <br /> <br />Councilmember McGovern said she has received emails from the new Executive Director about <br />how TVBC is changing, and said they would be coming before the Council to discuss this. <br />Councilmember Thorne noted he was on the Agricultural Lands and Open Space Committee <br />and they did not hold their last meeting due to the re-organization. <br /> <br /> <br />City Council Minutes 13 June 19, 2007 <br /> <br /> <br /> <br />
