make it a vibrant, vital place for new development and expansion and provide shopping <br />opportunities for the area. <br />It was moved by Mr. Brozosky, seconded by Ms. McGovern, to adopt Resolution <br />05-069, a resolution amending Master Fee Resolution 92-100 to reflect a parking in-lieu <br />fee of $14,000 per parking space in the Downtown Revitalization District. <br />Ms. McGovern believed it was important to use these fees to provide additional parking <br />in the Downtown. She asked if it was possible for the City to acquire the Alameda County <br />Transportation Corridor and provide additional parking in the Downtown within the next two <br />years? <br />Mr. Fialho said the acquisition of the Transportation Corridor is not under the control of <br />the City. He believed a goal of two years was attainable provided that the County was willing to <br />cooperate. <br />Ms. McGovern expressed the importance of providing additional parking in the <br />Downtown, particularly for the Firehouse Arts Theater, which will attract additional patrons to the <br />Downtown. <br />Mr. Sullivan was comfortable with staff's recommendation. He believed it was a <br />balancing act between collecting a fee and not inhibiting economic development in the <br />Downtown. The Parking In-Lieu fee is not a way of collecting a significant amount of money to <br />building parking lots; however, it provides an incentive for property owners to provide parking. <br />Mr. Thorne supported staff's recommendation. At some point in time, he would be <br />interested in learning how much it would cost to build a parking structure and the cost for a <br />single parking space in the Downtown. <br />Mayor Hosterman supported the motion and recognized the PDA for its hard work and <br />for the direction in which it is proceeding. <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and <br />Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br />Conceatual discussion of a future fireworks event for the Fourth of July. (SR 05:144) <br />Mr. Wolfe presented the staff report. <br />Eric Carlson, Fire Marshall, reported on the analysis, which included the issues and <br />elements that would need to be considered if a fireworks display was held at the Dublin San <br />Ramon Services District (DSRSD) property. <br />A representative from the California Highway Patrol (CHP) expressed significant <br />concerns about potential traffic problems in the area if a fireworks display was held at the <br />DSRSD property.
