Given the time frame needed to compile the design specifications for the landscaping, <br />Mr. Fialho said staff is recommending that Council authorize staff to proceed. Staff could return <br />to Council shortly with an analysis of options regarding the roundabouts that would allow <br />Council to make a decision as to whether or not the trail crossing should be located at <br />Pietronave Lane and Vineyard Avenue or somewhere else. <br />Ms. McGovern did not want to have a dangerous situation replacing or adding to a <br />dangerous situation. <br />Mr. Fialho noted that flashing yellow beacons do follow proper traffic engineering <br />protocols. From an informed standpoint, he recommended that Council authorize staff to <br />proceed with final design documents for the landscaping of Vineyard Avenue and direct staff to <br />return with a recommendation regarding the roundabouts and at that point, Council could make <br />a decision regarding the traffic signal. <br />Mayor Hosterman asked staff to include in its analysis the positives of the roundabouts <br />and what could possibly be done to improve them, as she believed it is important to decrease <br />the speed of traffic in that area. She believed there were a significant number of Ruby Hill <br />residents who feel strongly both ways and she wanted to provide these residents the <br />opportunity to speak to this issue. <br />Mr. Fialho said notices would be provided to the adjoining neighborhood, including Ruby <br />Hill, to allow everyone an opportunity to state their opinion. <br />Mr. Sullivan inquired about the connection between the trail crossing and the <br />roundabouts. <br />Mr. Wilson said one of the ideas for the trail was instead of installing a signal at <br />Pietronave Lane, the trail would be relocated to come out to where one of the roundabouts is <br />located. Therefore, the removal of the roundabout created the opportunity for installing a traffic <br />signal at that location and having the trail utilize the new signal that replaced the roundabout. <br />Mr. Fialho noted that the Traffic Engineering and Public Safety Departments believe that <br />the location for the proposed traffic signal and the flashing beacon for traffic heading eastbound <br />creates a safe enough opportunity for the recreational trail to cross Vineyard Avenue. <br />Mr. Wilson noted that staff would be following CalTrans standards for the traffic signal <br />and the flashing beacon. <br />Ms. McGovern mentioned that representatives from the School District were asked at <br />the past School District Liaison Committee meeting about the roundabouts and whether the <br />District had wanted the roundabouts to be installed on Vineyard Avenue. <br />Mr. Brozosky said that representatives from the School District stated that if a vote of the <br />School Board were conducted, it would be unanimous to remove the roundabouts if the Neal <br />Elementary School was constructed, as it would be dangerous to open a School in the Vineyard <br />Avenue area because of the potential collision points. He commented on the impracticalities of <br />the roundabouts, including the delay in traffic that is caused by the roundabouts and the <br />dangerous situation created at dark by motorists who are unsure of which way to proceed. He <br />believed the roundabouts were supposed to solve access for the neighborhood onto Vineyard <br />Avenue and to address the issue of speeding.
