Raw factor data was then weighted to arrive at final
availability percentages for each sex and race/ethnic group
by job group. Weights for each factor were determined by
taking into account the relevancy of each factor to the
City's recruitment areas and the validity of the data itself
as well as its ability to represent the skills required for
the job classifications in the group. A final 8-Factor
Availability Analysis report was produced for each of the
thirteen job groups.

Appendix B presents an example of an 8-Factor Availability
Analysis report for a sample job group.

5. Identify Underutilization

Once final availability figures were identified for each job
group, the City identified the percentage of people by sex
and race/ethnic group working in each job group as of April
28, 1987. The two sets of data were compared to identify
underutilization.

LHM/kh(kaffirm)
9/87
