Kellen Aura addressed the Council in support of the recommendation of the HVBRC. He <br />noted Happy Valley Loop was never designed to carry the traffic that has been generated by <br />the City's golf course. He noted visibility issues, lighting issues and general traffic concerns <br />in the area. He urged the Council to accept the recommendations by the HVBRC. <br />Daryl Horan addressed the Council in opposition to the proposed bypass alternative. She <br />noted concerns with noise and exhaust pollution. She commented on the Salamandar <br />endangered species and noted concern with if that had been considered. She urged the <br />Council to reject the proposal for an alternative bypass road. <br />Sheri Howard addressed the Council in opposition to the recommendation. She noted <br />concerns with traffic, safety, traffic circles, and berm curbs. She also noted with safety due <br />to impaired drivers who may have been drinking after playing golf. <br />Debi Frost addressed the Council who read sales information that was given to all <br />prospective Briddle Creek buyers by Greenbriar Homes which focused on quality living. She <br />noted concerns with traffic congestion on Sycamore Creek and .indicated the bypass road <br />has been a source of contention ever since the Briddle Creek homeowners realized they <br />were duped by Greenbriar Homes. She indicated she feels that Greenbriar was intentionally <br />deceptive in order to command top dollar for the Briddle Creek Homes. <br />Jim Frost addressed the Council indicating there has not been appropriate disclosures made <br />from the developer. He noted concerns with adequate representation on the HVBRC. He <br />commented on the funding issues as they relate to the development of the bypass road. He <br />concluded by stating if the Council wants to build a community of character, he suggests <br />that they don't do it with Greenbriar as they don't represent the same values as the City <br />does. <br />Greg O'Connor addressed the Council expressing issues with the process and the resulting <br />recommendations. He noted residents of Happy Valley are currently complaining about the <br />traffic from the golf course. He noted the proposed recommendation would add to the traffic <br />congestion and urged the Council to oppose it. He noted the committees vote on densities <br />should have been reflected in the recommendation. <br />Kevin Close addressed the Council urging them to accept the recommendation. He added <br />this is an alignment of a quarter of the bypass road and that the first three sections of the <br />bypass road have already been built. <br />Patrick Costanzo addressed the Council in support of the recommendation. He noted that <br />there will be an EIR to study the salamandar and all other issues and those will be <br />addressed appropriately. As to whether the bypass can be removed from the Specific Plan <br />and have it be okay, he highly doubts it. He also commented that they have provided to the <br />City all the disclosures that were distributed when the homes were sold and noted they <br />legally disclosed the right and proper things. The committee did orginally talk about <br />densities, but then it was determined that it really didn't make sense to try to plan a project <br />around the table with twelve people and it should be left to the appropriate process. He <br />noted there was a vote at one time to support 63 homes. He concluded by asking for the <br />Council's support tonight so that they may continue the process and work with the City to <br />get something that works. <br />City Council Minutes 7 April 17, 2007 <br />
