Staff recommends the Council find that there are no new or changed
circumstances or information which require additional CEQA review of the project;
find that the proposed PUD development plan is consistent with the General Plan,
Vineyard Avenue Corridor Specific Plan, and purposes of the PUD ordinance;
make the PUD findings as listed in the Planning Commission Staff Report; and
introduce the ordinance approving Case PUD-60 subject to the conditions of
approval as shown in Exhibit B.
Council discussion ensued regarding the square footage of the homes and sports
courts. It was also clarified that there are guidelines in the Vineyard Avenue
Corridor Specific Plan regarding house colors.
Mayor Hosterman opened the public hearing.
Chris Andrews, architect, addressed the City Council and elaborated on the
proposed PUD and provided more accurate samples of house colors. He
addressed questioned regarding the length of the house on parcel A, indicating it is
low and hugs the ground. He noted the way the site was laid out, a long house
was called for. He thanked staff for their help during this process and urged
Council's approval.
Councilmember McGovern supported approval with the condition to remove the
possibility of sports courts in that area.
The City Manager noted that the removal of sports courts on this project is
consistent with the vision of the specific plan.
Motion: It was m/s by McGovern/Thorne to introduce Ordinance No. 1949
approving an application for Planned Unit Development to demolish an existing
2,125-square-foot home and to subdivide the parcel into three lots to construct
three custom homes at the property located at 2500 Vineyard Avenue, within the
Vineyard Avenue Corridor Specific Plan Area, with the additional condition to
remove sport courts. Motion carried by the following vote:
Ayes: Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman
Noes: None
Absent: None
MATTERS INITIATED BY COUNCIL
Councilmember Sullivan with reference to the intersection of Golden Road and
Hopyard, noted the safety of that corner needs to be reviewed.
Mayor Hosterman asked if a staff report with a discussion on how Council might look at
appropriate restaurant uses (i.e. fast food restaurants) in the City could be brought
forward when appropriate.
City Council Minutes 15 March 20, 2007
