b. Approve plans and specifications, review bids, and award contract for (1) the Vineyard <br />Avenue Booster Pump Station (CIP No. 011023 P.S.) to JMB Construction, Inc. in the <br />Amount of $1,785,700 and (2) Turnout No. 6 (CIP No. 011023 T.O.) to Gateway <br />Pacific Contractors, Inc. in the amount of $231,312 and approval of contingencies for <br />these facilities <br />Mayor Hosterman opened the public hearing. Hearing no requests to speak, the public <br />hearing was closed. <br />Motion: It was m/s by McGovern/Thorne to (1) Approve the plans and specifications <br />project; (2) award and authorize the City Manager to execute the contract for Turnout No. <br />6 Improvements to the lowest responsible bidder, Gateway Pacific Contractors Inc., in the <br />amount of $231,312; (3) overrule the bid protest received on the Vineyard Avenue Booster <br />Pump Station and award and authorize the City Manager to execute the contract to the <br />lowest responsible bidder, JMB Construction, Inc., in the amount of $1,785,700; (4) <br />authorize the Director of Public Works to approve and execute direct purchase contracts <br />for the electrical motor control center, switchgear, telemetry, control & water quality testing <br />instruments for a total of $220,000 and landscaping for $60,000 for the Vineyard Avenue <br />Booster Pump Station; (5) authorize the Director of Public Works to approve and execute <br />contract change orders for contingencies on the contracts noted above for anot-to-exceed <br />amount of $345,000; (6) approve the appropriation of $2,987,012 as detailed in Updated <br />Draft Financing Plan for Vineyard Avenue Corridor Infrastructure Improvements. Motion <br />carried by the following vote: <br />Ayes: Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />21. Review and consideration of the draft Economic Development Strategic Plan <br />Pamela Ott, Director of Economic Development, gave an overview of the staff report and <br />indicated the Economic Vitality Committee (EVC) has been working with staff and <br />consultant Bay Area Economics to review the City's 2003/04-2004/05 Economic Vitality <br />Strategic Plan. The recommended goals, policies and strategies contained in the strategic <br />plan were developed with the EVC and reflect the members' collective perspectives as <br />representatives of Pleasanton's business and community sectors. <br />The final draft strategic plan is being presented to the Council for consideration and <br />approval. Based on discussion at a joint City Council/Economic Vitality Committee <br />workshop in February 2006, the draft strategic plan was reviewed and amended by the <br />EVC. Updating the City's Economic Development Strategic Plan is a priority project <br />included in the City Council's current work plan. Staff recommends review and adoption of <br />the final draft Economic Development Strategic Plan. <br />Councilmembers Sullivan, Thorne and Cook-Kallio indicated their support of the plan. <br />In response to question as to how this strategic plan would be implemented, staff <br />responded the EVC will look at the entirety of the strategic plan. They would like to break <br />into smaller subcommittees and choose several of the projects that they can work on as <br />committee members. Additionally, as staff, a lot of these things she would normally do <br />through the course of her work in economic development.
