Roberts' comments about adopting hillside design standards. He referred to page 10-27 <br />that stated to preserve scenic hillside and ridge views, and suggested adding, <br />"implement southeast hills open space plan." It indicated that this was a Council priority, <br />and believed it would have more standing as a General Plan policy. <br />City Manager Fialho thought that was a great project and ultimately the vision would play <br />out to provide a wonderful greenbelt in the southeast hills. He noted that Council had <br />not had a chance to have that discussion because the Oak Grove project had not come <br />forward; however, he indicated that there is an earlier policy regarding a greenbelt <br />around the City and that it was all encompassing. Mr. Fialho suggested adding the <br />wording "preserve scenic hillside and ridge views and other natural features in the hills" <br />as it could accomplish the goal. <br />Councilmember McGovern felt that was an area where the blue oak exists and that there <br />are few areas like that. She believed this was a special entity on its own and is as <br />important as the Pleasanton Ridge. <br />Councilmember Sullivan said if there was a policy to preserve the Ridge then there <br />should be a policy to preserve the southeast hills. <br />Community Development Director Iserson believed something more generic could be <br />added to the language that did not reference the southeast plans but strives to protect <br />the environment and character of the area. <br />It was m/s by Sullivan/McGovern to adopt the Community Character Element as <br />amended. Motion passed by the following vote: <br />Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />6.
