She commented on their appreciation of the Austin's donation of this land <br />to the City, but she knows their expressed wish is for it to remain open space. She <br />stated she opposes picnic tables, BBQ pits, trails, motorized vehicles, playground <br />equipment, etc. She added they support the recommendation that no further staging <br />or parking area be put on this property. They support the open, free-range grazing <br />that goes on now and would like to see that continue in the future. She summarized <br />by stating their general concern if the zoning is changed, that the City not reduce the <br />value of their home or property. She concluded by stating that they have appreciated <br />being notified and kept in the loop regarding all the plans for this project. <br /> <br />Sandeep Duggal addressed Council noting the project heavily impacts his home. He <br />indicated overall this is a good plan. He commented 'on screening, lot line <br />adjustments, color and architectural concerns, and the open space condition. He <br />noted the need for additional screening to be done with trees. With regard to the open <br />space, he feels it was intended to be left as a gift to the City to be maintained as open <br />space in perpetuity. He urged Council to respect the wishes of Charles Austin and his <br />family. He submitted three suggestions for additional conditions to be added to the <br />project. <br /> <br />Larry Messa said he supported the project as designed. He noted concern with the <br />open space and said he did not support any picnic area or trails. Regarding the <br />expansion on the Adobe, he added that was approved in concept two years ago <br />without taking into consideration of this gift of 22 acres. He feels the addition of the 22 <br />acres warrants an additional public hearing. <br /> <br />Judy Banks addressed the Council regarding the definition of open space and what it <br />means to the residents. She would like to see staff investigate conservancy clause. <br />She voiced concerns regarding the proposed plantings, noting the guidelines do not <br />include the number of trees, the size, quantity, or species along the buffer zone. She <br />noted concern with the 35 foot property line extension which was discussed as a buffer <br />zone. <br /> <br />Chris Pattillo, landscape architect, reviewed the project and explained how they will <br />provide the type of significant screening needed, the species they are proposing that <br />are in keeping with the area, and the difference between utilizing various species to <br />accomplish what they want. In addition to the trees, they are proposing a full under <br />story of shrub plantings. She pointed out that the landscaping will go in with the <br />infrastructure and will be in place before they start construction of the houses. <br /> <br />Staff noted as the project moves along, the next step will be the Tentative Map, where <br />more detail will be provided and there will be more definitive landscape plans <br />submitted at that time. It was pointed out that a public hearing would be held for the <br />Tentative Map proposal. <br /> <br />Mr. Iserson added that Council can condition the landscape plan be part of the <br />Tentative Map, and that it meets the intent and the interest of the adjacent <br />neighborhood. <br /> <br />Mayor Hosterman asked if the two issues, the eight home project and the 22 acres of <br />open space, could be bifurcated to allow moving forward with the development project <br /> <br />City Council Minutes <br /> <br />7 <br /> <br />October 17, 2006 <br />
