<br />senior housing development for use with prospective developers of future senior <br />housing projects. <br /> <br />In response to Council questions, staff indicated that whenever a developer indicates <br />the intent to build a senior project, staff would intend to apply these guidelines as <br />appropriate for the project size. <br /> <br />City Council discussion ensued regarding the need to not reduce the chances for <br />developers to continue to provide additional affordable housing for seniors. A concern <br />of providing affordable units to seniors aged 55 and over was also expressed, noting <br />that previously it's been set at age 62. Concerns regarding cupboard space and <br />transportation services being outlined were also expressed as it relates to limiting <br />future development. <br /> <br />Mayor Hosterman opened the public hearing. Hearing no requests to speak, the <br />public hearing was closed. <br /> <br />Motion: It was m/s by McGovernlBrozosky to approve the guidelines as recommended <br />and with the age limit set at 62 rather than 55, with projects being reviewed on a case <br />by case basis. Public Hearing: PGPA-11/PUD-58, Charles Austin and Scott Austin, consideration of a <br />General Plan Amendment to change the land use designation on a 30 acre hillside <br />property located at 3459 Old Foothill Road from Rural Density Residential (1 du/5 ac) <br />to Low Density Residential (<2 du/ac) on eight acres, with a maximum density of eight <br />dwelling units and Open Space land uses on the remaining 22 acres; rezoning the <br />property from Agriculture to Planned Unit Development - Low Density <br />ResidentiaVOpen Space; Planned Unit Development approval to subdivide the <br />property into eight custom home sites and designate the remaining 22 acres for <br />permanent open space (SR 06:242) <br /> <br />Community Development Director Iserson provided a detailed overview of the <br />application indicating that the proposal will create a development consisting of eight <br />custom homes on large lots surrounded by 22 acres of permanent open space area, <br />with the open space area transferred to City ownership as permanent open space. He <br />added the proposed project is designed in a manner that is sensitive and compatible <br />with the site and nearby developments. Large, unobstructed view sheds of the <br />Pleasanton Ridge are preserved and, by maintaining the present cattle grazing taking <br />place on the site, will preserve the site's history as part of the former Meadowlark <br />Dairy. The proposed project implements the applicable policies and standards of the <br />Pleasanton General Plan pertaining to the hillside development and the West Foothill <br />Road Corridor Overlay District. The proposal includes comprehensive building and <br />landscape design guidelines, and it will implement the City's Green Building Ordinance <br />for residential structures.
