<br />Council member Brozosky stated his concern over the amount of time it has taken to <br />do the public/private compensation survey. <br /> <br />Mr. Fialho stressed they hope to have it done by early January or February. Staff <br />was not able to get started with the process until August as it took some time to <br />execute the agreement with the consultant. Staff is having difficulty in identifying <br />businesses that are willing to participate and the parameters of comparison, which is <br />time consuming. Staff clarified they are looking at other cities and private employers. <br /> <br />In response to Council member Brozosky, Mr. Fialho advised that it would be best for <br />the Council to collectively give an indication that they are interested in having staff <br />pursue employee compensation as a part of the two-year budget process. Staff <br />would include as part of that discussion some resolutions that identify compensation <br />adjustments for managers in the first and second year of the operating budget. At <br />that point, as part of the budget approval, Council would discuss and take action on <br />the proposed compensation pools available for managers and confidential <br />employees. <br /> <br />Councilmember Brozosky stated he would definitely be supportive of the concept <br />and asked that it be included in the motion. <br /> <br />Motion: It was m/s by SullivanfThorne to adopt Resolution No. 06-073 amending the <br />Compensation Plan for Management and Confidential Employees. Second reading of Ordinance No. 1943 amending Section 1 of Ordinance 1422 and <br />Section 2.04.020 to the Pleasanton Municipal Code concerning Council Salaries and <br />adopt a Resolution Establishing a Car Allowance <br /> <br />City Attorney Michael Roush summarized the proposed ordinance and regrettably <br />noted that this item was first discussed during a Closed Session held on October 3rd, <br />which in hindsight was a violation of the Brown Act, and in order to remedy and/or <br />cure that violation, the law provides that one avenue to do that is to have the item <br />publicly discussed and for the Council to take appropriate action He noted the staff <br />report lays outlines the facts that gave rise to this issue and how it came up and he <br />expressed his apologies to the Council for letting this issue be discussed in Closed <br />Session <br /> <br />He noted at the October. 17th Council meeting public meeting, and alter reviewing <br />the staff report and opening the item for public comments, the City Council discussed <br />the matter and a majority of the Council voted to introduce the ordinance regarding <br />salaries and adopted the contingent resolution establishing the car allowance. <br /> <br />Tonight this item is again presented for consideration at a noticed public meeting, <br />where interested members of the public may address the City Council before any <br />final consideration and action is taken.
