<br />This traffic forecast included all of the Group 2 changes at intersections to reduce <br />congestion, and added several additional intersection changes, roadway widenings and <br />roadway extensions included in the 1996 General Plan. Roadway widenings that were <br />found to contribute very little to congestion relief were omitted from this run. The <br />Stoneridge Extension and the West Las Positas Interchange were also omitted from this <br />model run. <br /> <br />1996 General Plan Roadway Network changes assumed over the next 20 years in this <br />alternative traffic model run: <br /> <br />. Roadway extensions: <br />o EI Charro Road extension to Stanley Boulevard as a 4-lane divided roadway <br />o Nevada Street extension to First Street with one lane in each direction and a 2- <br />way left turn lane <br /> <br />. Roadway widening: <br />o Bernal Avenue between Meadowlark and 1-680 - 4-lane divided roadway <br />o Bernal Avenue between Meadowlark and Foothill - 3 lane roadway - based on <br />decision made regarding configuration of new bridge <br />o Bernal Avenue between 1-680 and Valley Avenue - 6-lane divided roadway <br />o Busch Road between Valley Avenue and EI Charro Road - 4-lane divided <br />roadway <br />o Foothill Road between 1-580 and Stoneridge Drive - 6-lane divided roadway <br />o Stanley Boulevard between Main Street and First Street - one lane in each <br />direction and a 2-way left turn lane <br /> <br />. 1996 General Plan Roadway Network changes NOT assumed over the next 20 <br />years in this alternative traffic model run: <br />o Dublin Canyon Way - not widened to 4-lane divided road <br />o Stoneridge Drive not widened to 6-lanes east of Santa Rita Road and not <br />extended to EI Charro Road <br />o West Las Positas Interchange at 1-680 not assumed to be constructed. <br /> <br />. 2 New Traffic Signal controlled intersections: <br />o Busch Road at EI Charro Road <br />o EI Charro Road at Stanley Boulevard <br /> <br />. Significant intersection changes: <br />o Bernal Avenue at Case/Old Bernal - widen west side of street to add a <br />southbound right turn only lane on Old Bernal Avenue <br />o Valley Avenue at Busch Road - widen Busch Road to provide a second right <br />turn lane to Valley Avenue <br />o Bernal Avenue at Valley Avenue - convert eastbound right turn only lane into a <br />through/right option lane <br /> <br />Councilmember Brozosky referred to a memo just handed to him that indicated with the <br />TOD there are 103 units at the west BART station, 200 reserved units, and it does not <br />count Staples Ranch. This is for EIR alternative purposes only, so he believed a decision <br />had already been made to only model the preferred plan.
