<br />Mayor Hosterman indicated there seemed to be two Councilmembers who supported <br />Alternative B with the addition modeling in Hacienda Business Park. <br /> <br />Council member Brozosky felt this has been difficult because that last time Council dealt <br />with this was a year ago. It is hard to remember what was decided a year ago. He <br />thought a decision had been made to model the existing land use and then model the <br />preferred land use. He asked if the only model was to be the preferred land use. <br /> <br />Director Iserson said the Council direction was to model the preferred land use with the <br />preferred circulation network. <br /> <br />Council member Brozosky felt because two things are being changed, it is hard to tell what <br />is affecting what. He preferred a model showing the existing circulation and land use; a <br />model with changed land use; and another model with changed circulation. <br /> <br />Director Iserson said during the spring of 2005 there were a series of workshops where <br />staff did model runs and analysis on existing plus approved land uses and tinkering with <br />the circulation. Staff tried to show what circulation improvements would do what under <br />existing land uses in an effort to move this process along. Staff started with existing land <br />uses and built up from there, analyzing all different traffic assumptions, including with or <br />without Stoneridge Drive extension and with or without other improvements with the <br />existing land uses. <br /> <br />Councilmember Brozosky said it was hard to see where everything left off and that is part <br />of the problem with a process that is dragged out as long as this. He said it is not <br />completely true that Valley is used for people to get out of the city. Many people who live <br />here use Valley to get to their homes on the east side. That is a road used by people on <br />the east side to get to and from jobs and to and from downtown. He was also in favor of <br />keeping Santa Rita and Black the way it is. The three left turn lanes on Valley did not <br />make sense to him and he was not in favor of modeling that. He commented the <br />intersection of Santa Rita and Valley is already constrained to LOS F, and questioned why <br />Busch Road would be added at the other end, which would only put more cars on the <br />road. He believed there were too many traffic signals already and this plan is adding 17 <br />more. The signals are not controlled well now and the problem will only get worse. <br />Regarding whether to include TOD in the model, he felt if that were done, then there <br />should be a model of all three alternatives. The city should not favor one particular <br />developer. He wanted to do only the preferred or else do all three. <br /> <br />Mayor Hosterman summarized there is Alternative B, which is on the table for modeling, <br />with comments regarding adding modeling for the potential future transit oriented <br />development site in Hacienda Business Park. There is also a butchered alternative, which <br />she did not believe would provide any good, sound data. She asked if there could be <br />consensus from Council to send a package to staff to model all of these items included in <br />Alternative B, in order to get a clear picture so that in two months there will be reliable data <br />for making good, solid policy decisions on behalf of the community. <br /> <br />Councilmember Sullivan was happy to go with Alternative B and model all three <br />alternatives. <br /> <br />Mayor Hosterman said she could accept that, however, Councilmember Brozosky is <br />saying this process has dragged on too long.
