<br />Principal Planner Stern said this referred to a use permit for a bar or similar use on which <br />the police might want to provide feedback on design or operation conditions of approval. <br />No one believes this would include home construction or room additions. <br /> <br />Director Iserson indicated the city processes include review by all departments, including <br />impacts on police services. The Police Department is an integral part of the development <br />review team and they review plans and comment when a project may impact them. <br /> <br />Councilmember Brozosky was concerned that there are a lot of parallel processes and did <br />not want a plan held up in a particular department. <br /> <br />Director Iserson indicated plans are routed to all departments at once for comment. Then <br />there is one meeting to discuss the plan by representatives from the various departments. <br /> <br />Mayor Hosterman commended Police Chief Neal and Fire Chief Cody for their service to <br />the City of Pleasanton. She asked if there was anylhing the City Council could do to be <br />more supportive to their departments. <br /> <br />Police Chief Neal indicated the Public Safety Element was a logical way to memorialize <br />what is occurring in the city at present in the form of community-oriented policing and other <br />programs. He felt the community supports public safety tremendously. He had never <br />seen an instance that matters involving public safety were denied, whether it was a <br />request for staff or other support. With regard to Councilmember Brozosky's concerns, he <br />noted he is currently reviewing the hours of sale for alcohol at the two new restaurants at <br />Stone ridge Mall. The crime prevention staff reviews plans to make sure front doors face <br />roadways and not to the side of homes where they are vulnerable. He believed the <br />department had adequate resources to provide safety to the citizens of Pleasanton. He <br />pointed out that traffic affects response times for the police department and fixing that will <br />help everyone. He noted sometimes a police car can get to an emergency before the fire <br />department and having defibrillators in the cars has saved four people. He noted <br />motorcycles are even better at getting through traffic and it might be a good idea to have <br />defibrillators on them as well. <br /> <br />Mayor Hosterman asked if there were any policies, programs or procedures that needed to <br />be included in the Public Safety Element. <br /> <br />Chief Neal said he and his staff had reviewed and felt it was sufficient. <br /> <br />Fire Chief Cody agreed that memorializing the goals through the policies and programs <br />are important when it comes time to set the budget. The other piece is the planning <br />component. There are several disaster planning components that also impact the budget. <br />Public education is one of the first things cut because it doesn't have the response <br />program tied with it. So it is easy to save money when times get tight, but he believed that <br />was a false savings. By specifying in the General Plan that the city is committed to having <br />an educated and trained population through the programs that are offered is very helpful <br />for the entire community. <br /> <br />Council recessed to a break at 9:25 p.m. The workshop reconvened at 9:30 p.m. with all <br />members present. <br /> <br />Mayor Hosterman requested comments from Council on the various elements. <br /> <br />General Plan Workshop Minutes <br /> <br />16 <br /> <br />August 29, 2006 <br />
