<br />Mr. Roush clarified the rules and procedures; generally the person must represent the <br />Council's opinion, rather than the person's opinion. The rules are not specific to what group or <br />committee this procedure applies. <br /> <br />Mr. Brozosky inquired whether there was Council support to review this further. <br /> <br />Mr. Sullivan stated he understood most of the issue and clarified the different types of <br />organizations. He stated the U.S. Conference of Mayors is more broadly based and that he did <br />not understand how this would apply. <br /> <br />Mr. Roush stated that the policy currently doesn't address that organization. <br /> <br />Mr. Brozosky was of the opinion that if City funds were being used for someone to attend <br />a conference, then the person attending should be representing the City. <br /> <br />Mr. Sullivan asked for further clarification. He asked about policy committees of the <br />League of California Cities in which Councilmember Brozosky serves. <br /> <br />Mr. Brozosky indicated he believed he is obligated to vote on issues pertaining to the <br />League of California Cities. <br /> <br />Mr. Thorne stated that the content of some of the votes at the conferences suggest that <br />the City should be aware of the matters. <br /> <br />Ms. McGovern stated that when officials use their title, it sets forth the idea that they are <br />representing the City. This is true for Council and Mayor. They should have a better <br />understanding of how and when it is appropriate to use their titles, there are some gray areas <br />that need to be clarified. <br /> <br />There was a majority of Council that wanted to look at this matter further. <br /> <br />Mr. Sullivan inquired as to where this issue lands on staff's work plan. <br /> <br />Mr. Roush stated the full Council should consider this matter. He believed the earliest it <br />would be brought back before Council would be August. <br /> <br />Mr. Sullivan asked whether other issues would be delayed in order to get this issue <br />brought forward. <br /> <br />Mr. Roush did not think so. <br /> <br />Mr. Fialho stated that this is an issue that could be dealt with internally and that it should <br />not affect other matters. <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />13 <br /> <br />06/06/06 <br />
