MINUTES
OF THE
SPECIAL MEETING
OF THE
CITY COUNCil

April 25, 2006

1. CALL TO ORDER

Mayor Hosterman called the Special Meeting of the City Council to order at 11 :00

p.m.

The Deputy City Clerk called the roll as follows: Council members present were:
Steve Brozosky, Cindy McGovern, Matthew Sullivan, and Jerry Thorne. Staff members
present were: Nelson Fialho, City Manager; Michael Roush, City Attorney, and Jerry
Iserson, Director of Planning and Community Services.

2. MEETNG OPEN TO THE PUBLIC

Kevin Close, 871 Sycamore Road, urged Council to hold a workshop regarding
the southeast hills and south Pleasanton. He agreed with using Options A3 and Bl for
alternatives.

J. P. Mobasher, 41111 Mission Boulevard, Fremont, asked if Council could give
direction to staff about rezoning the Westbrook property.

Mayor Hosterman said Council is not involved in negotiations at this point. A
proposal would have to be developed with staff and that would work through the public
process.

Mr. Iserson explained that the proposal for the Westbrook property would require
a General Plan change to increase the density from low and rural density to medium
density. He believed Mr. Mobasher was seeking feedback to see if Council was
interested in allowing medium density, which would allow 21 units on the Westbrook
property.

Mayor Hosterman appreciated Mr. Mobasher's concerns but was not willing to
have that discussion at this meeting.

Brad Griggs, BRE Properties, 525 Market Street, San Francisco, asked Council
to consider the Hacienda project as phased over time when allocating the units.

There were no other speakers.
