<br />6d <br />Draft Public Facilities and Community ProGrams Element of the General Plan <br />Review and provide comment on a draft Public Facilities Element of the General Plan. <br />(SR 06:097) <br /> <br />This item was continued by staff to April 18, 2006. <br /> <br />6e <br />Approval of Allocation of Federal Community Development Block Grant (CDBG) and <br />HOME Investment Partnership ProGram (HOME) funds for fiscal vear 2006 (2006-07). <br />(SR 06:095) <br /> <br />Mr. Bocian presented the staff report. <br /> <br />In response to an inquiry by Ms. McGovern, Mr. Bocian said the projects as <br />recommended by the Human Services Commission are reflected in the Administration sub-area <br />of the revised Attachment 2. Staff and the Housing Commission recommended the total cost of <br />the administration projects of $57,513 be applied to the annual administration of the CDBG <br />program by City staff costs. <br /> <br />If the Human Services Commission were aware that staff would not follow its <br />recommendation, Ms. McGovern asked if the Commission might have changed the allocation to <br />other agencies so that the additional three agencies could have received some funding? <br /> <br />Mr. Bocian did not believe so. The Human Services Commission was aware of what it <br />was doing in terms of using the administration funding as a way to supplement its <br />recommendation. <br /> <br />Mr. Sullivan asked if the Human Services Commissions' recommendation was not to <br />have the administration function. <br /> <br />Mr. Bocian said the Commissions' recommendation was to use other City funds, such as <br />the General Fund. This is one of the few programs the City has where a governmental agency <br />provides funding to assist in offsetting the cost to administer the program. The City has always <br />used this funding, as do most cities for this program. <br /> <br />In response to an inquiry by Mr. Thorne, Mr. Bocian said a City Grant Program is <br />available and often staff will direct agencies to participate. The Human Services Commission is <br />involved in this process. <br /> <br />Mayor Hosterman declared the public hearing open. <br /> <br />Audrey Perrott, Program Director of ECHO Housing, thanked Council for its past support <br />and urged Council to adopt staff and the Housing Commissions' recommendation. She <br />reminded Council that the month of April is "Fair Housing" Month and ECHO Housing is <br />sponsoring an art and essay writing contest for Bay Area youth. <br /> <br />Julie Testa, a member of the Human Services Commission, supported the <br />recommendation of the Human Services Commission.
