<br />Wayside Park and the improvements are extremely important in being able to open the <br />Firehouse Arts Center from the beginning. As the design plan moves forward for the Arts <br />Center, she wanted staff to incorporate the improvements to the Chad Henderson Bandstand <br />and Lions Wayside in the overall plan. She asked if the Arts Center restrooms were in an area <br />that would be available for public use for outdoor concerts in the Park. <br /> <br />Mr. Fialho said the idea when the City is hosting special events is that the restrooms <br />would be open and available for the public. <br /> <br />Mr. Brozosky did not believe the form for this project had changed significantly from what <br />Council had originally reviewed. At this point, he did not believe the structural portion of the <br />design or the size could change without starting over. He believed the building was <br />nontraditional which is positive and would attract the public. The Firehouse Arts Center is an <br />economic engine for the downtown. He wanted to move forward with this project as quickly as <br />possible. While he appreciated the comments and suggestions, he wanted the City to remain <br />fiscally responsible. He believed minor fa~ade changes could be made at this point that would <br />not affect the timeline for this project. He believed any type of changes to the exterior of the <br />building should return to the Task Force. <br /> <br />It was moved by Mr. Brozosky, seconded by Mayor Hosterman, to find that the <br />project would have a de minimus impact on wildlife and that it is categorically exempt <br />pursuant to the California Environmental Quality Act (CEQA), Section 15331, Class 31, <br />Historical Resources RestorationlRehabilitation, and Section 15332, Class 32, In-Fill <br />Development Projects; to adopt Resolution 06-021, a resolution approving the <br />application of the City of Pleasanton for design review approval for the Firehouse Arts <br />Center, as filed under Case PDR-507; and to welcome comments and suggestions for the <br />exterior of the building that would not significantly alter the proposed design. <br /> <br />Mayor Hosterman concurred with Mr. Brozosky's comments and noted that the <br />Firehouse Arts Center does not and should not look like any other building on Main Street. The <br />Arts Center is a distinct and different type of building that serves a different type of function. <br />She believed the architectural design for the Firehouse Arts Center followed the guidelines for <br />preservation of historic buildings. She believed the proposed design would compliment the <br />downtown. While the suggestion of a peer architect review for this project was fundamentally a <br />good idea, it would mean that it would include taking the design back through the process again. <br />She preferred for the proposed design to be the final design because it is a culmination of the <br />work of the Task Force and various groups throughout the community. <br /> <br />Ms. McGovern did not believe the peer review of the fa~ade of the building would need <br />to go back through the process again. She believed it would be appropriate for staff to review it <br />and make the appropriate suggestions. <br /> <br />Because there appeared to be some interest in trying to incorporate some minor <br />modifications that might strengthen the building from a traditional perspective and in order to <br />reach a compromise, Mr. Iserson suggested obtaining Larry Cannon's services and have him <br />work directly with ELS Architecture and staff to incorporate some of the ideas and concerns <br />expressed this evening. He believed it was important for ELS Architecture to continue to be <br />involved in any changes that occur because it has to ensure that the integrity of the project from <br />a programming point view on the inside will work and meet the objectives that it was provided <br />through the Task Force and the entire process.
