<br />Robert Lane, a Pleasanton resident, voiced his concern about the disproportionate <br />amount of money the City plans to spend for what he believes is a cosmetic makeover of <br />Kottinger Park. He believed Kottinger Park needs only continued maintenance and cleaning of <br />the storm drain and suggested the Council not spend the money. <br /> <br />Howard Neely, a Pleasanton resident, voiced his concern about the amount of money <br />the City plans to spend on the Kottinger Creek project. He wondered what the long-term effect <br />would be and about the possibility of water overflowing from the creek. He believed the project <br />should be redesigned. <br /> <br />Mary Smith, a Pleasanton resident, supported the restoration project, as she believed <br />the creek could be an area where children could catch frogs and splash in the creek. She <br />stated this would also enable schools to bring students to an area for educational projects and <br />that it would bring nature into the City's urban environment. <br /> <br />Barry Minor, a Pleasanton resident, voiced his concern about the City's plan to spend <br />$1.5 million on restoring Kottinger Creek and volunteered to assist the City in the restoration <br />project. <br /> <br />Mayor Hosterman thanked Mr. Minor for volunteering his services. <br /> <br />Pat Griffin, a Pleasanton resident, believed the restoration of Kottinger Creek was a <br />good project and one that the Council should be proud of. She asked the City to approve the <br />project and to refrain from completing it in phases. <br /> <br />James Morgenroth, a Pleasanton resident, voiced his concern regarding the creek near <br />his property. He informed the Council that he had built a non-permitted retaining wall and was <br />under the impression that the creek was going to be diverted. He supported the project and <br />planned to work with the City in resolving his issues and asked to be included in the decision <br />making process. <br /> <br />Mayor Hosterman asked staff if Mr. Morgentroth's concerns could be addressed. <br /> <br />Mr. Wilson responded the City was aware of the retaining wall being built within the <br />channel without City approval but City ordinances require the City approve anything built within <br />a flood facility. The City's concern is that the wall was built in an area that diminishes the <br />capacity of the creek and any change in the flows will have upstream impacts. <br /> <br />Marjorie Muentz, a Pleasanton resident, thanked the Friends of Kottinger Creek for its <br />work on the project and listening to her concerns about the location and height of trees that may <br />be planted. She supported the project and looked forward to seeing nature in an urban <br />environment. <br /> <br />Tom Gallagher, a Pleasanton resident, believed if the City phases the project, it would <br />not meet the overall objective of complete restoration. He believed it would be cost effective to <br />complete the project at one time. He believed there would be no adverse flood impacts <br />upstream or downstream for property owners by reason of the construction of the proposed <br />project.
